Thursday, July 19, 2018 I City Hall – Council Chambers I 7:30 am
Attendance – Donat, Rauterkus, Mader, Hall, Peters, Hanson, Lee, Clark
Meeting Called to Order – 7:34am

Director Updates
Dog Park
o Chief Rotert proposed using the Northern most area of the North Evans Creek Trail
area as the off leash dog area. Has a boundary on 3 sides, would be signed as off leash;
users still expected to use sight and sound control. The north end would be an
approximate 8-9 acre section.
o Audience members expressed their thoughts, some thought it was a good compromise
and appreciated that. Others were concerned about use in the winter due to flooding.
Others wanted to see it left alone. One comment stated that they just wanted to make
sure it wasn’t developed and left a natural area. City Admin Mike Harmon commented
that there are no plans of developing due to flood plain restrictions; but are not able to
bind future city councils to never develop.
o A sub – committee will be formed with Mader, Rotert, Board Members and
community members. Board would like to make a recommendation to City Council
within the next 4 weeks.
Budget Discussion
o Fee increases for the Rec Center were proposed. Discussion points were affect that
increases would have on scholarship recipients and what items were subject to
change.
o Motion by Hanson to approved proposed fee increases; Hall Seconds – Motion Carries
o Ranking sheet of future projects was passed out to board members; allowing them to
rank which project they felt were of highest priority. Projects included; Park at
Reserve, Lions Splash Pad, KJW all-inclusive playground and outdoor pickle ball courts.
Pathways update
o Pathway subcommittee will meet to discuss more details. Plan for pathway is
aesthetically pleasing. Currently a consultant is looking at 2 options for pathway route.

o Would like to have clarification on duties, review or revise bylaws. Hall encourages
using the strategic play to develop our 5-10 annual plans. Hanson would like the board
to have input on rec path expansion, sports field development, Rec Center
optimization.
Master Plan
o Pathways – Starting to come together and are prioritized better; would like to
inventory park acreage. A large part of Master play will be put together by Aug 1st.
Follow similar process and follow through for future projects as we are currently dong
with the pathway project.
Festival
o Started rolling into town; Mader will give an update next month.

Any Further Public Comments:
Pickle ball- If outdoor courts are established, it will increase players in Spearfish and increase
the memberships at the Rec Center for winter play.
