CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, Nov. 15, 2018 I City Hall – Council Chambers I 7:30 am Meeting Called to order: 7:33 A.M. ATTENDANCE: Rauterkus, Ehnes, Mader, Clark, Hall, Peters, Donat, Neilson, Coburn, Kelly, McDonald APPROVAL OF AGENDA : Motion by Kelly; Second by Neilson APPROVAL OF MINUTES: Motion by Kelly; Second by Neilson ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Kenadi Jean Wies Foundation – Jorgensen Park Grant o Randy Deibert – Kenadi’s playground at Jorgensen Park – new grant was found, applied for and received. City would have to cut a check by Nov 21; it has been forwarded to City Council. The money would be transferred from 2019 budget to 2018 budget. If approved, would hope to have it installed by June 2019.  Spearfish Bike Skills Park – Local Bike Group o Would like to create a compact system of in town trails in an established park setting. This would create an area for beginner mountain bikers or a training area for more experienced bikers. They would like to see this being a way to promote recreation to a different group; and stay family friendly. o Location of proposed system would be by the Frisbee gold course and rec path. This is city and state land. Currently the Frisbee golf association has a lease with the state for non-motorized vehicles. o Black Hills Trails would maintain it and would be in charge of monitoring usage and people altering the trail. o Board agreed that this is a huge need in the Spearfish community. Currently there are groups of people traveling to Sturgis for a similar experience. o Mader suggested that the next steps would be to figure out exactly what would be the City’s commitment, Insurance needs and signage. Would like the group to start the discussion with the state. Ehnes will be the main contact moving forward. Director Updates  By-laws and Ex – officio voting o City Attorney Ashley McDonald made some revisions to the by-laws for the PRFAB board and added some different options for ex-officio members. o Clark was in favor of the second option for city council members being able to vote but would like to add in the clause the city council members would refrain on voting or making a motion in recommending items to city council. Board would like to reach out to the athletic director at the High School; Rauterkus will reach out to the High School and College for student representatives. o McDonald will revise by-laws for next meeting. Board Items  Recreation Center Scholarships o Rauterkus will email out recommended changes to scholarship form next week. He will also have a full report on scholarships next meeting.  Exit 8 Bike Path Progress o The City has gotten the initial okay for route 1 – still need to work through some logistics; hoping to start phase 1 next fall. Park & Forestry  Mier Property Naming o The city would like a name for the park – Some ideas have been “Queen City Nature Area”, “Northern Hills Nature Area” or “Creekside Nature Loop”. Ehnes would like the board to come up with ideas and bring them to the next meeting.  Memorial Tree Policy for Parks o There are currently a lot of memorial tree requests – Ehnes would like to have a policy in place. Thinking about utilizing customizable tree guards, this would keep the deer away and give the families something to customize with a plaque or something. Ehnes is also open to other suggestions.
