CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, Dec. 20, 2018 I City Hall – Council Chambers I 7:30 am ATTENDANCE: Rauterkus, Ehnes, City Admin Harmon, Hanson, Hall, Donat, Lee, Clark, Gefvert, City Attorney McDonald, Neilson Meeting called to order 7:30am APPROVAL OF AGENDA – Motion by Gefvert, Second by Hall; Motion carries APPROVAL OF MINUTES – Motion by Hanson, Second by Hall; Motion carries ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Mountain Bike Group o Kevin and Kai – Provided an update and looking for approval from the board. They have talked to the state and needs the city to contact them. Currently looking for funding through grants and other sources. Concerns are mixed user groups, events, and parking. An area by McLaughlin sawmill was offered but group was not thrilled about that option and would like to continue to area by disc golf course. Ehnes will be the liaison between city and state. o Motion by Gefvert to support proposal and push forward to public works, second by Neilson; Motion Carries. Updates  By-laws o Addition – Ex – Officio members not counting toward quorum; McDonald will make changes and send it to City Council to be approved.  Terms – Will elect officers in January meeting o John Kelly, Jesse Hanson and Nancy Hall all have terms expiring. They all would like to continue serving the board at the Mayor’s discretion. Board would like to reach out to the High School Athletic Director. Board Items  Functionality of board until new director is hired o Board will continue to function as normal. New director position was opened interviewing will start in January would like to have someone hired by March.  Campgroup fees – how are the ones approved by city council different then fee changes made previously in the year? o Only changed some verbiage for Rally rates  Lions Park Update Next Meeting – Jan. 17, 2019 7:30 am Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 o Splash Pad is currently off the table. There are some drainage issues, initial cost & the fact there is already a splash pad at Heritage Park. Lions Club has taken other ideas to their board and will report back. Park & Forestry  Rec Path Presentation o Trails update – Review outcome of December City Council Meeting  Trails update –Ehnes gave a feasibility presentation; tabled until next meeting. Presentation attached.  2018 campground numbers o Occupancy was down compared to 2017 but revenue was up due to rate changes. Rec & Aquatic Center  Scholarship Form o Cleaned form up – would like to move forward with new form. Motion by Neilson, Second by Hall; Motion Carries  Rec Grant o Cleaned up form, would like to change amount they can get and remove the requirement of 501 C3. Gefvert recommends changing requirement to 90 days for report back. o Gefvert moves to amend #3 to 90 days from 30 days, delete the highlighted portion of #4 and approve rest of document. Second by Hall; Motion carries.
