CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, Jan. 17, 2019 I City Hall – Council Chambers I 7:30 am ATTENDANCE: Rauterkus, Eddy, Park Staff, Donat, Hall, Gefvert, Coburn, Lee, Caldwell, Clark, City Admin Harmon, Neilson, Peters. Meeting called to order 7:30am APPROVAL OF AGENDA – Amendment made to add in Bike Group discussion under board items - Motion by Coburn; Second by Gefvert – Motion Carries APPROVAL OF MINUTES – Motion by Gefvert; Second by Coburn – Motion Carries ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) Updates  Introduction of Board Members & Staff o New Member – Mistie Caldwell – Visit Spearfish Director  Election of Officers o Chair – Dave Donat was nominated again to serve as chair. Neilson moves to have Donat serve as Chair. Lee Seconds; motion carries o Vice Chair - Jesse Hanson was nominated to serve as Vice Chair. Lee moves to have Hanson serve as Vice Chair. Neilson seconds; motion carries. Board Items  Selection of Park & Rec Director o Telephone interviews will be starting soon – Mayor Boke would like board to be a part of hiring process. A series of meetings will be happening to allow board to ask questions and get familiar with candidates.  Trail Expansion Plans o Tonya Vig presented on a few changes; Vig and Ehnes are working with County and landowners. Things will be moving more rapidly with a tentative plan to go to council Feb 19th. Link to draft of Conceptual Design Summary Report for Exit 8  Planned updates in 2019 at Rec Center o Security system upgrade $100,000 project and now have about 60 cameras. We will be replacing grass on the pool deck to all weather turf. This will be a continuing project over the 3-5 years. All of the lights will be changed to an LED light. Plan on replacing 3- 5 pieces of exercise equipment this year  Bike Group – Peters presented a report card from the League of American Bicyclists. The bike groups priority based on this report card would be to get a city staff person and a person with Next Meeting – Feb. 21, 2019 7:30 am Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 Telephone: (605) 642-1333 the school district to be a go to person for more biking activities. They are also working on putting together a bicycle plan. Park & Forestry  Lookout Mountain Grazing o Board feels that having cattle up there is really beneficial for weed and fire control. They would like to look into option one more that is also the most recommended option from Tom Quinn. o Tabled until next meeting Rec & Aquatic Center Any Further Public Comments: 8:34am -Gefvert moved to adjourn meeting; Hall Second – Motion Carries Next Meeting – Feb. 21, 2019 7:30 am Council Chambers
