ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) • Skate Park Next Meeting – March 18th, 2021 7:30 am Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, February 18th, 2021 Via Zoom 7:30 am o Kady Jo Dufloth presented a design for the skate park, with a timeline beginning in March weather dependent. o A discussion was held if the proposal needed to go to the City Council or if it could just be approved at the park board level. Councilman Herrmann and Clark agreed that this could be a board decision. o During discussion, Herrmann suggested removing licensed brands to avoid any issues with the City. Clark added that there should not be any business names. o Motion to approve by Coburn, Second by Hermann. Motion carries with Anundson, Caldwell, Coburn, Dardis, Griffith, Hall, Neilson, Running, Clark, and Herrmann voting Yes. • Lookout Tower o Bill Ray for Clearview Towers presented information and a proposal to obtain a ground lease on Lookout Mountain for a new tower. o Clearview would dismantle the current tower and build a new tower to be structurally sound, increase footprint to 750 to 800 square feet. o During the discussion, Coburn questioned how accessible the service would be to other cell phone carriers. Mr. Ray expressed that this tower would be available for up to 3 users. o Dardis questioned and a discussion was held on whether a shorter tower could be used. Mr. Ray explained they were limited regarding the size. o Herrmann was concerned due to the tower being significantly taller than the trees which causes concern as Lookout Mountain is one of the jewels of the Queen City. Due to aesthetics, he would like to hold to our green natural lands. The tower is taller, bigger mass at the top, and highly visible from the surrounding area. o Motion by Coburn to table the lease discussion until the March PRF Advisory Board meeting for further review. Second by Dardis. Motion carries with Anundson, Caldwell, Dardis, Griffith, Hall, Neilson, Running, voting Yes. OLD BUSINESS Board Items • Q & A on February staff update o Neilson had questions regarding the proposed movement of the bandshell. o Discussion on how involved the City would be regarding funding. Spread the Tunes has raised $50,000.00. The City would initially pay for the design proposal and be reimbursed by Spread the Tunes. City staff would use the design to apply for grants. o Director Ehnes will bring forth this project at a future board meeting. Next Meeting – March 18th, 2021 7:30 am Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, February 18th, 2021 Via Zoom 7:30 am Director Items • Approve the 2022-2032 parks and recreation master plan. o Following discussion and after the board was able to review the master plan it was agreed upon that the plan will be a great document to refer to for decision making and how to abide by the rules and regulations when it comes to zoning and planning. It was noted that the current Reserve green space discussion will not be part of the master plan as staff hopes to have that finalized before the plan adoption by City Council. o Motion by Hall, Second by Caldwell. Motion carries with Anundson, Caldwell, Coburn, Dardis, Griffith, Hall, Neilson, and Running voting yes. Rec & Aquatic Center Parks and Forestry NEW BUSINESS Rec & Aquatic Center Board Items Director Items • Spearfish Nature and History Trail Proposal. o The Thoen Stone property was discussed for use of a potential natural and historical trail. o This trail will provide another way to access the town for those that live on St. Joe St. o Caldwell brought up the discussion that the gate access was locked. She was advised that yes, the gate is always locked due to this trail not allowing vehicle access. This trail is open for non-motorized vehicle recreation only. There is an entrance for the path right next to the gate. o Neilson questioned the surfacing of the trail; this would be a single-track nature trail very comparable to the current Lookout trails. The trail is hand-built by dragging a tool to kill the grass and provide a clear path. Volunteers will be utilized to build and sign the trail. o Running questioned how to keep people off Meier's property, as well as what is the liability of the City since the path is next to a cliff? City Attorney McDonald stated that no additional liability exists if there is a clear distinct path. The City has an easement for the trailhead as well as owns property nearby for parking if it becomes a necessity. o A discussion was held on the maintenance and continual upkeep of the trail. Due to the trail being a single-track trail system limited maintenance is needed. o The D.C. Booth Society currently owns a nearby parcel and is in the grant process to develop a trail that could potentially connect to the Thoen Stone trail. Motion to approve by Neilson, Second by Dardis. Motion carries with Anundson, Caldwell, Coburn, Dardis, Griffith, Hall, and Neilson voting yes, Running voting no. Parks and Forestry FYI ITEMS • Hockey- Postponed 2021 Chinook days.
