BOARD ITEMS • Introduction of new board members and staff New Members – Barb Running, Kelley Dardis, Rob Herrmann. • Election of officers Next Meeting – February 18th, 2021 7:30 am Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, January 21st, 2021 Via Zoom 7:30 am • Chair – Nominations o Clark motions to nominate Griffith – Second by Hall– Motion carries with Anundson, Coburn, Dardis, Griffith, Hall, Neilson, Running, Clark and Herrmann voting yes. • Vice-chair o Clark motions to nominate Dardis – Second by Anundson-Motion carries with Anundson, Coburn, Dardis, Griffith, Hall, Neilson, Running, Clark and Herrmann voting yes. • Assign new board members to subcommittees • Master Planning and Budget – • Rec Center – Barb Running. • Sports Complex Taskforce- Kelley Dardis . ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) OLD BUSINESS Board Items • Q & A on January Board Update o Neilson discussed the trees that were cut by City Park, PRF Superintendent McDonald advised the trees were cleared by Black Hills Power. The trees that were cut were hazardous, so they needed to be removed for line clearance. o No further tree removals are planned along Canyon St. near the power lines. o PRF Superintendent McDonald will share a planting plan at the February or March meeting o Rebuilding the bandshell will not take away any current trees. o Bridge Update – We will be able to move the Rushmore bridge to the south and remove the Peoria bridge. o Rockwall is planned to be complete in March. o Silver Sneakers classes have been a huge hit to the point pre-registration is required. o 2 fitness instructor contractors are just getting started. o Night classes are starting to get busier with more interest. Director Items • Approve the 2022-2032 Parks and Recreation Master Plan Next Meeting – February 18th, 2021 7:30 am Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, January 21st, 2021 Via Zoom 7:30 am o Coburn discussed recreation activities on the Reserve. He was interested in more information and wondered if there was a plan to increase activities. ▪ The master plan was created to prevent what happened in the Reserve from happening again. It is not designed to go back and fix mistakes of the past, although there are processes in the master plan that could address some issues. o Motion by Hall to accept the master plan – motion dies due to no second. o This is a living document that will continue to get added to as ideas arise. o Clark would like to add another page about volunteers, Adopt-a-Park, partners etc. o Motion by Coburn to table the master plan to the February meeting –Second by Neilson-Motion carries with Anundson, Coburn, Dardis, Griffith, Hall, Neilson, and Running voting yes. Rec & Aquatic Center Parks and Forestry • Approve the Memorial Tree Program o Running asked if there would be a plaque placed by the tree to recognize the memory of the individual. During discussion, the idea was to place a plaque in a central location – there is a possibility of plaques being displayed in the City Park or Jorgensen Park. o Neilson was interested in how we plan to publicize the project, PRF Superintendent McDonald advised there will be a press release. A waiting list has already been formed. o Herrmann would like to see tree business go to local nurseries. o 1 plaque per location, still under discussion. o Motion by Neilson to approve the Memorial Tree Program – Second by Dardis – Motion carries with Anundson, Coburn, Dardis, Griffith, Hall, Neilson, and Running voting yes. NEW BUSINESS Rec & Aquatic Center • Approve the Rec Center membership rate structure o The Rec Center is looking at going to one rate for indoor memberships and rental fees. o Hall questions the timing of the memberships and how it affects our bottom line. o Herrmann would like to re-analyze the effect on the finances in a year. Next Meeting – February 18th, 2021 7:30 am Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, January 21st, 2021 Via Zoom 7:30 am o Rates moving forward would be the current lower rate. o Clark is in favor of going to a single rate. o Motion by Dardis to move the Rec Center to a one rate system, Second by Neilson – Motion carries with Anundson, Coburn, Dardis, Griffith, Hall, Neilson, and Running voting yes. Board Items • Approve Northern Hills Hockey Association tournament at the Madison Ice Rink o Event would be dependent on Council recommendation for special events. o Event organizers will not release any information until a final decision has been made. o Motion by Dardis to approve pond hockey tournament if City Council allows special events. Herrmann seconds – Motion carries with Anundson, Dardis, Griffith, Hall, Neilson, Running, Clark, and Hermann voting yes. Director Items Parks and Forestry FYI ITEMS • Park, Rec and Forestry Board Annual Summary will be sent out next week. PUBLIC COMMENT • Griffith opened public comment at 9:03 A.M. after receiving no public comments, the public comment period was closed at 9:04 A.M.
