Neilson and Griffith arrived late. Also in attendance, Parks Maintenance Superintendent McDonald, SRAC Facility Superintendent Rauterkus, Park and Recreation Director Ehnes, Interim City Administrator McDonald, Recreation and Campground Coordinator Chyba. APPROVAL OF AGENDA Caldwell moved, Hall seconded, and all voted to approve the agenda as presented. APPROVAL OF MINUTES Coburn moved, Hall seconded, and all voted to approve the minutes of the September 16th, 2021, meeting. PUBLIC COMMENT Public comment was opened at 7:34 A.M., with no public comments received. ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) • The Spearfish Bike Skills Park group updated the board on progress made on the project and its future. o Kevin Jasper and Kai Gonzales gave a presentation on the Bike Skills Park. Phase one is complete which includes the first portion of the beginner trail and the little ripper course. Both trails are getting a lot of use, Jasper and Gonzales have received positive feedback about the trail systems. o They are currently working with International Mountain Bicycling Association (IMBA) to design phase two of the project. Phase two will consist of adding onto the beginner trail at the current location and building a new more advanced trail system at the False Bottom Creek location. This will also hopefully include a connector trail from the Southside of the interstate to the Northside. The goal of this trail system is to mimic obstacles found in mountains to create confidence and skills while being close to town in case of emergencies. OLD BUSINESS Board Items • Question and answer session on November staff update. o None • Board update on the progress of the Frawley Pond fishing project. o Coburn spoke about the project. It is still in the process of development. Park and Recreation Director Ehnes added that since it is within City limits it must meet City code for sidewalks, fences, parking & lights. Causing the project to come in over budget. o Caldwell suggested talking with the KJW Foundation. Next Meeting – December 16th, 2021 7:30 A.M. Council Chambers Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, November 18th, 2021 Council Chambers 7:30 A.M. NEW BUSINESS Rec & Aquatic Center • Recommend the closure of the Spearfish Rec and Aquatics Center on December 24th & 25th in observance of the Christmas Holiday. o Traditionally the rec center has been closed on Christmas Day, Christmas Eve has always fluctuated. Members who possess the 24-hour access membership would still have access regardless of days closed. o Caldwell moved, Neilson seconded, and all voted to close both Christmas Eve (Dec 24th) & Christmas Day (Dec 25th) in observance of the holiday. • Recommend the closure of Spearfish Rec and Aquatics Center on December 31st & January 1st in observance of the New Year Holiday. o Traditionally the Rec Center has been closed on New Year’s Day, New Year's Eve has always fluctuated. Members who possess the 24-hour access membership would still have access regardless of the closure. o Caldwell moved, Clark seconded, and all voted to close on New Year’s Day (Jan 1st) and an early closure on New Year's Eve (Dec 31st) time of the closure will beat the staff's discretion. Parks and Forestry • Staff presented an update on the progress of the Emerald Ash Borer Action Plan and tree inventory. o Parks Maintenance Superintendent McDonald presented on the progress of the EAB plan. We have been able to decrease the ash tree population while increasing the diversity of our urban forest by planting a variety of species in place of the ash trees. To avoid cutting down all ash trees, the Parks Department will be identifying important trees and develop a treatment plan for EAB. o Once the tree inventory is complete it will be public and on the City’s website. There are still some ornamental trees that need to be identified and added to the inventory. Coburn volunteered to help if needed. o In 2021 we had nine participants in the Memorial Tree Program. o The closest confirmed cases of EAB are in Sioux Falls & Boulder, Colorado. • October storm cleanup o Phase 1 – Dangerous trees have been cleaned up right away. o Phase 2 – Restoration & pruning of the damaged trees. Council Chambers Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, November 18th, 2021 Council Chambers 7:30 A.M. • Bike Share o Trees in the City Park parking lot have been removed and stumps ground down to make room for the Bike Share. The Street Department will now patch the asphalt. FYI ITEMS • Spearfish Youth Baseball Dugout o The Spearfish Frost Product fields received two new cinder block dugouts. Thank you to the Spearfish Youth Baseball Association & volunteers. • City Holiday Party-December 10th at 5:00 P.M.-RSVP NLT November 24th. • Rec Center Grand Re-Opening December 11th, 9:00 A.M.-12:00 P.M.
