Also in attendance, PRF Superintendent McDonald, SRAC Superintendent Rauterkus, P&R Director Ehnes, Interim City Administrator McDonald, Administrative Assistant Heiting. APPROVAL OF MINUTES Running moved, Dardis seconded, and all voted to approve the minutes of the September 16th, 2021 meeting. PUBLIC COMMENT Public comment was opened at 7:33, with no public comments received. ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Taylor Lage will present the “SPEARFISH” mural that is proposed to be displayed in the Rec Center. o Taylor Lage presented the “SPEARFISH” blocks that will form the mural that is proposed to be displayed in the Rec Center. The canvases will be placed on the north side wall located on the walking track. Taylor, as well fellow BHSU students and volunteers from the Mathews Opera House will be placing the mural on the wall. The mural is intended to be a permanent structure. SRAC Superintendent Rauterkus advised that during the installation the walking track will be closed for approximately one hour. o Neilson moved, Dardis seconded, and all voted to approve the mural in the rec center. OLD BUSINESS Board Items  Question and Answer session on September staff update. o P & R Director Ehnes discussed the Jorgensen Park bridge structure closure. The bridge’s structural integrity was brought to the attention of the staff. The parks department inspected the bridge and partnered with a structural engineer to evaluate the structure. Due to their findings, it was advised to continue the closure and partner with the engineers from the bridge manufacturer to do a more in-depth inspection and develop a solution. The city is still awaiting the final inspection and report. It was reported that the bridge was placed in this location in 2005. o Griffith commented on the Summer Rec Program that was provided for the youth and expressed his appreciation for the changes in the new structure. SRAC Rauterkus commented with the new structure the program was able to stay more consistent. Director Items Rec & Aquatic Center Parks and Forestry  Hillsview bridge mural final design presentation. Next Meeting – October 21st, 2021, 7:30 A.M. Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, September 16th, 2021 Council Chambers 7:30 A.M. o The final design of the Hillsview bridge mural was presented by Jeremy and Trish via Zoom. Two different murals were presented to the board. One of the murals presented is the American Dipper which will be located on the west side across the creek. Another mural is designed to incorporate nine other natural local species. This mural will be located on the east side of the creek adjacent to the rec path. P & R Director Ehnes advised the board as well as Jeremy and Trish that the walls have been painted with a base coat that is vandal resistant, so it may require extra steps to achieve the mural design. Griffith wanted an estimated timeline. Jeremy and Trish discussed that if approved they would like to see this project completed within the next month. o Caldwell moved, Neilson seconded, and all voted to approve the mural for the underpass on HIllsview bridge. NEW BUSINESS Board Items Director Items  Park and Rec Director Ehnes will update the board on the current 2021 budget for the Campground and Rec Center. o Director Ehnes updated the board on the current budget. When comparing years, 2019 was used due to COVID-19 closures in 2020.  The rec center general fund is 85.40% of expenses recovered.  The overall rec center budget is 88.60% of expenses recovered.  The campground budget is 200% of expenses recovered.  Park and Rec Director Ehnes will present the department's 2022 budget request. o P & R Director Ehnes presented the 2022 parks and recreation budget proposal to the board. Rec & Aquatic Center  Adjust the 2022 waterpark fees at the Spearfish Rec and Aquatics Center. o SRAC Superintendent Rauterkus presented the proposal for water park fee increases for 2022. It was advised that SRAC has a three-year fee review rotation, 2022 is the year the water park fees were scheduled to go under review. Due to increased staff costs, the proposed 2022 water park fee increases will help offset the wage increase. Next Meeting – October 21st, 2021, 7:30 A.M. Council Chambers  Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, September 16th, 2021 Council Chambers 7:30 A.M. o Neilson questioned if the scholarship program is still available. SRAC Superintendent Rauterkus explained that nothing has changed, the scholarship fund will continue to be available. o Dardis moved, Neilson seconded, and all voted to recommend the water park fee increases for 2022. Parks and Forestry FYI ITEMS  Parks and Rec o Spearfish Disc Golf article in “Disc Golfer” magazine, the official magazine of the Professional Disc Golf Association.  Don Altmyer, President of the Spearfish Disc Golf Association, had an article published in the nationally circulated "Disc Golfer" magazine, that highlighted the Matching Basket Grant Award that he received in 1997. This grant allowed for the creation of the disc golf course at Black Hills State University, which became the first 18-hole disc golf course in the state. Because of its popularity on campus, in 2011 Altmyer was approached by the City to design and build a disc golf course on the Winterville property, where the Spearfish Canyon Disc Golf Course currently is today. Over the last 10 years, the City and the Spearfish Disc Golf Association have worked in partnership to maintain the property, providing locals and visitors with a great opportunity for outdoor recreation within city limits. The Spearfish Disc Golf Course hosted the South Dakota State Championships in 2013 and 2014 and was selected to host the State Championship in 2022. o The City of Spearfish holiday party will be held on December 10th.
