OLD BUSINESS
Board Items
Reconsider the Black Hills Bike Share location and project.
o A discussion was held on the bike share location and project. PRFAB discussed concern
on the precedent, safety due to the location with heavy traffic, and expressed concern
that it does not align with the direction of the strategic planning committee whose
goal is to spread out new amenities throughout the community.
o Approve with conditional use for a season. Motion to approve by Dardis, Second by
Caldwell. Opposed by Hall and Running. Motion Failed with Caldwell, Coburn, and
Dardis voting Yes, Hall, Neilson, Griffith, and Running voting No.
o Motion to approve concept but deny location. Motion to approve by Hall, Second by
Neilson. Motion carries with Caldwell, Coburn Dardis, voting No. Griffith, Hall, Neilson
Running, voting Yes. Motion Carried.
Approve an MOU for soccer field space between the Black Hills Rapids and the city.
o A discussion was held regarding field space provided by the City of Spearfish to be
used by the Black Hills Rapids Soccer Association.
o A comment by a visitor was addressed regarding the lack of space due to the current
Spearfish Soccer Association participation numbers growing and would like to see the
fields remain available for local use.
o Motion to allow Black Hills Rapids to have field space for one fall season two times a
week for one hour. Motion to approve by Coburn, Second by Caldwell. Motion carries
with Caldwell, Coburn, Hall voting Yes, Griffith abstained, Dardis, Running, Neilson
voting No. Moved to council with no recommendation from the Park Board.

Parks and Forestry
Pollinator garden expansion of Sue Bertsch Memorial Park.
o A discussion was held on the expansion of Sue Bertsch Park. A visitor representing
Beautify Spearfish presented the opportunity to participate in the Adopt-A-Park
Program. If allowed to adopt this park, Beautify Spearfish would like to add additional
pollinator beds, as well as continue to add more to the current pollinating beds making
this park a native pollinator garden that will self-maintain.
o PRFAB board expressed their support for the expansion.
Mural painted on bridge footings under Hillsview Drive, along the Rec Path.
o A discussion was held on the opportunity to have a mural designed and painted under
the Hillsview Bridge. Jeremy Smith joined via Zoom and discussed his interest in
designing and painting the Mural. Jeremy would like to paint a mural of the American
Dipper on the cement wall across the creek. He explained if allowed to paint this
mural, it would also provide education regarding the American Dipper. In the future,
he would like to add additional murals to the cement pillars that would provide further
education.
o PRFAB was supportive of Mural.

Reconsider the Black Hills Bike Share location and project.

Tom and Breon Derby with Black Hills Bike Share presented their idea to the board in April.
The board recommended that they work with staff to finalize the location and come back to the
board for approval. Staff have worked with BHBS and have settled on a location near the City
Park. BHBS have been working with staff on flood plain compliance, right-of-way compliance
etc. At the June meeting, the board voted to not approve the location of the bike share. Tom
and Breon have requested another opportunity in front of the PRF Advisory Board for
reconsideration.

Approve an MOU for soccer field space between the Black Hills Rapids and the city.
JUSTIFICATION: (attach any additional justification and/or documentation)
The Black Hills Rapids is a competitive soccer organization from Rapid City utilizing players
from around the northern hills. They are requesting to use city fields and an formal MOU
allowing them to use the fields on a regular basis moving forward. Currently the city has
MOUs with the Spearfish Youth Soccer Association, Spearfish High School and Black Hills
State University. The current South Dakota Youth Soccer Association by-laws allow BH
Rapids to offer programming in Spearfish. Recently, the rec center canceled its youth football
season due to lack of interest, this has made field space available this fall. The board tabled this
decision at the July meeting and will need to reconsider the request at this meeting.

Advisory Board Update
Director Update:
Exit 8 Rec Path Expansion:
The RTP section through the Spearfish Forest Products Sports Complex is nearing completion.
The contractor will have some fine grading and fencing to complete and then they will start on the
Hillsview sidewalk portion of the project. Phase 1 of the TA Grant portion is out to bid right now
with the bid letting scheduled for August 18th. Phase 2 60% plans will be submitted to the SDDOT
this week for review. We are anticipating a February bid letting for phase 2.
Sports Complex
Staff conducted a pre-construction meeting with Mid-America Golf and Landscape two weeks ago.
They are currently mobilizing and will be starting the construction within the next couple of weeks.
Our estimated substantial completion for the complex is in July of 2022. We will be issuing several
other bid packages to finalize the project such as way-finding, shade structures, maintenance
building, and irrigation well with a hopeful completion of the project sometime in 2023.
Peoria and Rushmore Bridge Update
The bridge relocation project is complete. There is some seeding that will be done in the fall and the
parks staff will need to do add some signage and finalize the dead ends of the path this fall.
Although this bridge removal/relocation is not ideal, I am thankful that the city was able to keep
one bridge to keep connectivity over to BHSU.
Budgets
I have completed my portion of the budget process. I met with the finance officer and city
administrator to present my requests to them. I presented a conservative budget, but a budget that
has grown significantly due to the projected addition of the Sky Ridge Sportsplex. I also presented
the capital improvement plan that was built by staff and members of the budget committee from
this board. We focused our capital planning using our priority list from the park and recreation
master plan and focused on maintaining our current properties and equipment while adding a few
small projects to the list. I presented my 2022 budget request to the City Council on August 2nd.
Budgets should be finalized and adopted by October.
Exit 17 Fishing Pond
I have been working with a small group of individuals including Bill Coburn on an idea to turn the
pond near the gas station at Exit 17 into a public fishing pond. We have had several meetings and it
is looking more and more like this project is going to move forward.

Bandshell
The new bandshell design has started. I am working with Interstate Engineering, Williams and
Associates, and Spread the Tunes to get the design completed. With the design, I plan on applying
for several grant opportunities to aid in the construction of the bandshell. There is not a solid
timeline for this project as it depends on fundraising and grant cycles. I would hope to construct in
2024 at the latest.

1. Festival in the Park
a. Operations went very smooth this year, thanks to all who contributed to the success

2. Rec Path
a. Addition at Forest Products fields
i. Park staff worked with contractors to relocate irrigation along the new Path
ii. The path has been paved and final grading is currently taking place
b. Rushmore bridge relocation
i. Park staff have worked with the Bike Spearfish, the Bicycle Advisory Group,
to update signage along this section of Rec Path to make wayfinding easier
ii. Suggestions from Bike Spearfish were taken to Public Works and
Engineering for discussion and feedback
iii. New branding and signage will be placed along this section of Rec Path and
extend along the entire section of Rec Path

3. McGuigan Nature area
i. Resident complaints of 4-wheelers riding on the trail
ii. Parks staff installed a sign in the middle of the trail at the trailhead that reads
“NO MOTOR VEHICLES”
iii. We have since received no more complaints about 4-wheelers on the
property
4. Story Walk Edging
a. Park staff have been working to add landscape timbers as edging around the Story
Walk posts between Jorgensen Park and Evans Park
b. Edging around the bases of the posts will add to the aesthetic appeal of the Story
Walk
5. Sandstone ROW Landscaping
a. Park staff are pulling weeds and adding rock to a small piece of city-owned property
in the Sandstone subdivision, located on the southeast corner of Sandstone Hills
Drive and Branding Iron Drive
6. Community Gardens
a. Park staff brought in two loads of topsoil for the Master Gardeners to use in three
new raised planting beds that they recently installed
7. Hot Rods for the Hatchery
a. Will be on Saturday, 8/14/21 from 8 am-noon
b. This is the first year it will be held at the Hatchery
c. Overflow parking for the event will be in the southern part of the City Park parking
lot

Memberships And Day Passes
• Our current membership is 1,503 this is an increase of 53 members from last month.
• In the last month, we have sold 777 indoor day passes averaging 25 indoor day pass users a
day bringing in $2955.
Summer Rec
• Our last day for Summer Rec is August 20th.
• Making the change to full days and going on field trips on Wednesday has proven to be
positive changes.
Water Park
• We are making some changes to the waterpark hours for the remainder of the season. The
following information was posted on 8-12-21
Members and Users of the Spearfish Water Park,
It is our desire and effort as a City to provide you with the best level of service we can while at the
same time providing you with a safe and enjoyable experience at our water park. Due to school and
sports activities starting in the next couple of weeks, the water park will be short of essential staff
needed to fully operate the facility. Due to this shortage, we must make changes to our hours of
operation at the Spearfish Water Park. Here is a summary of the changes to the water park hours
of operation for the remainder of the summer.
• Now through Sunday, August 22nd open regular hours daily from 1:00 P.M. to 7:00
P.M. with members-only starting at 12:00 P.M.
• Closed to the public Monday, August 23rd-Thursday August 26th (Lap swim and fitness
classes will be available in the mornings during regularly scheduled times)
• Open Friday, August 27th-Sunday, August 29th from 1:00 P.M.-7:00 P.M. with members
starting at 12:00 P.M. (Lap swim and fitness classes will be available in the mornings during
regularly scheduled times)

• Closed for the season September 7th.
In a time with staff shortages around the country and our region, and other communities in our area
completely closing their pools around August 15th, we are trying to stay open in a limited capacity
with the limited staff available. Capacities will be reduced on open days, so we encourage you to
come early to secure your spot in the water park. Thank you for your patience and understanding
and we apologize for any inconvenience this may have caused you.

• We have sold 8 full-price waterpark passes in the last month bringing the total to 145 Full
Price.
Staffing
• We are in the process of highering two part-time Rec Assistants, these are replacement
positions.
• We have hired a part-time Group Fitness Instructor and she has taken over all fitness classes
allowing the Fitness and Aquatics Coordinator more time to focus on the waterpark.
• We are looking to fill a fall/winter seasonal Customer Service Assistant Position.
Rock Wall
• The Rock Wall is open.
• The wall has been getting used every day. We have youth and adults that are using it
regularly.
Football
• Due to a lack of interest from participants and coaches, we will only be offering 3rd & 4th-
grade flag football.

Advisory Board Update
Fall programing
• Men's 5 on 5 basketball will be starting at the end of September.
• We will be bringing skate nights back in October. We are looking at limiting the numbers
and possibly offering it more if the interest is there.
• We are visiting with the college and other service organizations to determine their interest in
offering the Fall Festival events again this year.

Kelly Harnett, founder of Beautify Spearfish, would like to adopt Sue Bertsch Memorial Park
in 2022 as part of the City's Adopt-A-Park program. She has ideas for expansion of the
existing gardens to include more pollinator-friendly and native plantings. She will be working
with several local organizations for fundraising and support.

Murals painted on bridge footings under Hillsview Drive, along the Rec Path
JUSTIFICATION: (attach any additional justification and/or documentation)
Jeremy Smith, Head of Bike Spearfish - Bicycle Advisory Group, would like to spearhead an
effort to work with community partners and organizations to paint murals on the two bridge
footings under Hillsview Drive and on the walls along the Rec Path. The City will provide
paint and materials for the project out of the General Fund budget.
