MINUTES REGULAR MEETING OF THE Spearfish Planning Commission Tuesday, April 19, 2016 - 3:00 PM The Spearfish Planning Commission met in regular session on Tuesday, April 19, 2016 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Ken Halsey, Bob Meyer and Larry Vavruska. Members Absent: Dan Green and Greg Kruskamp. Also present: City Planner Jayna Watson and City Attorney Eric Davis. Chairman Bordewyk called the meeting to order at 3:00 p.m. APPROVAL OF MINUTES Revised minutes from the Planning Commission meeting on Tuesday, April 5, 2016 were distributed to the commissioners’ places at the dais prior to the call to order. Commissioner Meyer recently contacted staff to request the minutes be revised to reflect that during the course of the April 5th meeting, Meyer distributed additional suggestions, in writing, for the commission to consider pertaining to the DRD text amendment. Page two (2) of the minutes was revised accordingly. Vavruska moved to approve the revised minutes of the Planning Commission meeting of April 5, 2016 as presented. The motion was seconded by Halsey and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. REQUEST: APPROVE A DRD FINAL PLAN FOR THE ELKHORN RIDGE DEVELOPMENT RANCH OFFICE APPLICANT: Chris Wehrle, Wyss Associates, Inc. LOCATION: South of the Elkhorn Ridge Golf Clubhouse and West of St. Onge Road ACTION: Make recommendation to the City Council. City Planner Jayna Watson summarized a proposal by Wyss Associates, Inc., on behalf of Elkhorn Ridge Development, for construction of a two story building which will provide office space and meeting rooms for the Elkhorn Ridge management staff. The exterior design of the proposed office building offers architectural features consistent with the historic ranch theme. The proposed use is consistent with the Elkhorn Ridge master plan updated in 2007. JR Hamlet, Director of Golf at Elkhorn Ridge Estates, was present in the audience. Vavruska moved to recommend approval of the final plan (site plan, building elevations and landscape plan) for an office building in Development Review District (DRD) zoning located south of Miller Creek and the Elkhorn Ridge driving range, west of St. Onge Road, as proposed by Wyss Associates, Inc., on behalf of Elkhorn Ridge Development. The motion was seconded by Meyer and carried unanimously. 2. OTHER: City Council Update Watson reported the municipal election results from Tuesday, April 12, 2016, at which time Dana Boke was re- elected as Mayor; Marty Clark, Larry Klarenbeek and John Lee were elected to Spearfish City Council in Wards 1, 2, and 3 respectively. Watson reported that a group of Spearfish residents turned in petitions to refer Ordinance 1235, an amendment to the city’s Development Review District (DRD) zoning text, to a public vote. Additionally, Watson informed the commission that the variance request by applicant, Clarence Moshier, to reduce a front yard setback from 25 feet to 5 feet for a residence located at the southwest corner of 12 th and Federal Streets was approved at the Board of Adjustments meeting conducted on Monday, April 18, 2016. Meyer questioned what effect, if any, the referred measure would have on the progress of work on the flexible district zoning ordinance. Watson stated the matter can be discussed at the next meeting. At this time, Watson introduced Scott Deaver, who recently began employment with the City as the Code Enforcement Officer. Meyer requested measures be considered to address what he described as construction site negligence (evidence of mud being tracked into the city street by construction vehicles; uncovered dumpsters which allow debris to become airborne adding to the litter problem, etc.). There being no further business, meeting adjourned at 3:20 p.m.
