REGULAR MEETING OF THE
Spearfish Planning Commission
TUESDAY, MARCH 7, 2017 - 3:00 PM
The Spearfish Planning Commission met in regular session on Tuesday, March 7, 2017 at 3:00 p.m. in the council
chambers of Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob
Meyer, and Barbara Zwetzig. Members absent: Larry Vavruska. Also present: City Planner Jayna Watson.
The meeting was called to order by Chairman Bordewyk at 3:00 p.m.
APPROVAL OF MINUTES:
Kruskamp moved to approve the minutes of the Planning Commission meeting of February 21, 2017 as
presented. The motion was seconded by Green and passed unanimously.
DECLARATION OF CONFLICTS OF INTEREST:
Bordewyk asked for any potential conflicts of interest to be identified. Bordewyk disclosed his continued involvement
with the Spearfish Economic Development Corporation (SEDC) Board of Directors however no conflict of interest
exists at this time.
1. A Request to Amend the Light/Restrictive Industrial District Zoning Ordinance Text Regarding setbacks
and landscape requirements.
Applicant: City of Spearfish.
Location: All areas zoned Light/Restrictive Industrial.
In attendance were several property owners from the Seaton Circle area and the following city staff members:
Building Official Tom Paisley; Code Enforcement Officer Scott Deaver; Fire Chief Mark Sachara, and, City Attorney
Eric Davis.
City Planner Jayna Watson briefly summarized recent discussions by the Planning Commission in contemplating
the need to amend the light/restrictive industrial zoning ordinance text regarding setbacks as outlined in her
memorandum to the Planning Commission dated March 3, 2017. Paisley, Deaver and Sachara provided technical
expertise and cited international building code standards pertaining to commercial buildings and National Fire
Protection Association (NFPA) codes and standards which apply to commercial building sites.
A discussion was held between the Planning Commission and the property owners however no motion or formal
action took place.
Watson will present an official zoning ordinance text amendment at the next Planning Commission meeting
scheduled for March 21, 2017.
CITY COUNCIL ITEMS:
The Planning Commission minutes will closely mirror the level of content currently provided in city council meeting
minutes from this point forward.
ADJOURNMENT:
There being no further business to come before the commission, Bordewyk adjourned the meeting at 4:55 p.m.
