Spearfish Planning Commission Regular Meeting Minutes Tuesday, April 4, 2017 The Spearfish Planning Commission met in regular session on Tuesday, April 4, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Greg Kruskamp, Bob Meyer, Larry Vavruska and Barbara Zwetzig. Members absent: Jim Hopewell. Also present: City Planner Jayna Watson. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved, Green seconded and all voted to approve the minutes of the Planning Commission meeting of March 21, 2017 as presented. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. Bordewyk disclosed his continued involvement with the Spearfish Economic Development Corporation (SEDC) Board of Directors however no conflict of interest exists at this time. 1. A Request to Amend the Light/Restrictive Industrial District Zoning Ordinance Text Regarding setbacks and landscape requirements. Applicant: City of Spearfish. Location: All areas zoned Light/Restrictive Industrial. City Planner Jayna Watson summarized the information presented in her staff report dated April 4, 2017 in which two options were presented for consideration. There was discussion regarding the need to revise the definitions section of city ordinance, specifically for the terms “lot coverage”, “open space” and “structure”. Hearing no objection from the commission, Bordewyk opened the public hearing at 3:22 p.m. Joe Jorgensen stated changing the definitions might have an impact on the ordinance. Bordewyk closed the public hearing at 3:24 p.m. Motion was made by Meyer recommending approval of Option B recognizing more work needs to be done to identify an appropriate percentage of landscaped open space and minimum lot size; the definitions section of city ordinance, and possibly enhancing the landscaping points. Following discussion, Meyer withdrew the motion. Motion by Zwetwig and seconded by Green to recommend the City Council consider the following changes to setbacks in the light/restrictive industrial zoning district: reduce the minimum side and rear setbacks from twenty five feet (25’) to ten feet (10’). No changes were recommended to the front setbacks, minimum lot size or maximum lot coverage of seventy five percent (75%). Upon roll call vote being taken thereon, the motion carried 3-2 with Green, Kruskamp and Meyer voting AYE; Vavruska and Zwetzig voted NO. 2. A Request for a Setback Variance from the Ohio Street property line of approximately ten feet (10’). Applicant: David & Kellie Pummel Location: 235 W. Ohio Street Watson summarized the information presented in the staff report dated April 4, 2017 which included staff analysis and findings which support granting of the variance. Motion was made by Vavruska, seconded by Green and carried unanimously recommending approval of the variance for David and Kellie Pummel and to set a Board of Adjustment hearing date of April 17, 2017. CITY COUNCIL ITEMS: Watson reported briefly on matters before the city council last night.
