Spearfish Planning Commission Regular Meeting Minutes Tuesday, May 2, 2017 The Spearfish Planning Commission met in regular session on Tuesday, May 2, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Jim Hopewell, Greg Kruskamp, Bob Meyer, and Barbara Zwetzig. Members absent: Dan Green and Larry Vavruska. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Kruskamp moved to approve the minutes of the Planning Commission meeting of April 4, 2017 as presented. The motion was seconded by Meyer and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. A Request for Final Plan Approval for site layout, building design and the landscape plan on a Development Review District (DRD) zoned parcel. Applicant: Clear Spring Apartments, LP / Summit Housing Location: Southwest corner of Clear Spring Road and Tumble Weed Trail at McGuigan Ranch Addition City Planner Jayna Watson summarized the information presented in her staff report dated May 2, 2017 and detailed proposed elements of the site plan, landscape plan and architectural elevations for construction of a 35-unit apartment complex at this location. Bill Fehringer, Survey Manager with Civil Engineering Professionals, Inc, from Casper, WY was present in the audience. Motion was made by Kruskamp, and seconded by Meyer, to recommend final plan approval for the site layout, building design and landscape plan for a 35-unit apartment complex plan to be located on the southwest corner of Clear Spring Road and Tumble Weed Trail, a parcel zoned DRD, as proposed by the applicant, Clear Spring Apartments, LP / Summit Housing. Upon vote taken thereon, the motion passed unanimously. 2. A Request to Approve a Concurrent Concept Plan/Final Plan Phase I revision on a DRD-zoned parcel. Applicant: Spearfish Creekside, LLC Location: Lot 1R, Block 3, Della Vecchia Addition 2525 North Avenue, Northwest corner of Yukon Place and Highway 85 City Planner Jayna Watson summarized the information presented in her staff report dated May 2, 2017. Discussion commenced between the Planning Commission regarding various plan issues and the approval process. Applicants Wayne Klein and Joe Jorgensen answered questions from the Planning Commission. Motion was made by Kruskamp and seconded by Meyer, to recommend approval of a revised concept plan. Upon vote taken thereon, the motion carried unanimously. 3. A Request for Voluntary Annexation with Concurrent Change of Zoning from County AG-1 to City Agriculture and Rural Service District, and variance from city’s subdivision code regarding water/sewer utilities. Applicant: Jason Ward on Behalf of Frank Ward and the Edna Mae Ward Revocable Trust Location: West of Brookview Road and North of Interstate 90 City Planner Jayna Watson summarized the information presented in her staff report dated May 2, 2017. Following discussion of the options presented, motion was made by Meyer recommending the applicant withdraw the voluntary Page 1 of 2 5/12/2017 9:58 AM  annexation request and seek a change in zoning from Lawrence County to pursue alternatives which will result in the desired lot size. The motion was seconded by Zwetzig and, upon vote taken thereon, carried unanimously. CITY COUNCIL ITEMS: Watson reported briefly on matters before the city council last night.
