Spearfish Planning Commission Regular Meeting Minutes Tuesday, May 16, 2017 The Spearfish Planning Commission met in regular session on Tuesday, May 16, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Kruskamp moved to approve the minutes of the Planning Commission meeting of May 2, 2017 as presented. The motion was seconded by Vavruska and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. A Request to Approve a Concurrent Concept Plan/Final Plan Phase I revision on a DRD-zoned parcel. Applicant: Spearfish Creekside, LLC Location: Lot 1R, Block 3, Della Vecchia Addition 2525 North Avenue, Northwest corner of Yukon Place and Highway 85 City Planner Jayna Watson summarized the information presented in her staff report dated May 16, 2017. Joe Jorgensen, appearing in person and representing the applicant, Spearfish Creekside, LLC, spoke briefly regarding the proposed concept plan revision changing the site access configuration from a looped driveway to a cul-de-sac formation. Bordewyk opened the public hearing at 3:35 p.m. No comments were made and the public hearing was closed at 3:36 p.m. Motion was made by Zwetzig and seconded by Vavruska, to recommend approval of the proposed concept plan revisions for Spearfish Creekside, LLC as presented. Upon vote taken thereon, the motion carried unanimously. CITY COUNCIL ITEMS: Watson reported briefly on matters before the city council last night. Watson announced that the next Planning Commission meeting might be conducted in a “workshop” style format with no formal action being taken to discuss the Development Review District (DRD) zoning ordinance.
