Spearfish Planning Commission Regular Meeting Minutes Tuesday, June 6, 2017 The Spearfish Planning Commission met in regular session on Tuesday, June 6, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of May 16, 2017 as presented. The motion was seconded by Kruskamp and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. A Request for Voluntary Annexation and a concurrent change of zoning from County Agriculture (AG) to Single Family Residential (R-1). Applicant: Jeffery and LeAnn Huck Location: 1010 Christensen Drive, Lot A of NW¼SW¼ of Section 24, T6N, R2E, BHM City Planner Jayna Watson summarized the information presented in her staff report dated June 6, 2017. Motion was made by Kruskamp and seconded by Green to set a public hearing for June 20, 2017 to consider a request for voluntary annexation and concurrent change of zoning from County Agriculture (AG) to Single Family Residential (R-1) on property legally described as Lot A of NW¼SW¼ of Section 24, T6N, R2E, located at 1010 Christensen Drive. Upon vote taken thereon, the motion carried unanimously. 2. Review work plan for Development Review District (DRD) update and discuss key provisions. Applicant: City of Spearfish Location: All areas zoned DRD City Planner Jayna Watson presented a proposed scope of work to guide the upcoming review of the DRD zoning ordinance text slated to occur during the next few months. 3. A Request for Concept Plan revision at Elkhorn Ridge to allow single family residences on duplex lots. Applicant: Elkhorn Ridge at Frawley Ranch, LLC Location: Duke Parkway, Lot A of NW¼SW¼ of Section 24, T6N, R2E, BHM City Planner Jayna Watson briefed the commission on the proposed concept plan revision for Phase 3 at Elkhorn Ridge Estates which would allow single family homes on the north side of Duke Parkway, an area Page 1 of 2 6/16/2017 11:42 AM  previously designated for duplex dwelling units. Hearing no objection from the commission, the concept plan revision will be administratively approved as the proposed change does not substantiate a public hearing. CITY COUNCIL ITEMS: Watson reported briefly on matters before the city council last night. Due to the Independence Day holiday, the planning commission agreed to reschedule its first meeting in July to Thursday, July 6, 2017 at 3 p.m. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at 4:22 p.m. Page 2 of 2 6/16/2017 11:42 AM
