Spearfish Planning Commission Regular Meeting Minutes Thursday, July 18, 2017 The Spearfish Planning Commission met in regular session on Tuesday, July 18, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Drew Skjoldal, and Larry Vavruska. Members absent: Barbara Zwetzig. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Thursday, July 6, 2017 as presented. The motion was seconded by Kruskamp and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. Change in Zoning from One- and Two-Family Residential (R2) District to Multi-Family Residential (R3) District. Applicant: Melissa Marty, Valerie McMichael, David Donat, Kimberly Ellis Location: Lots 7-11 of Block 83 Original Town Co-applicant, Melissa Marty, owner of property located at 138 N 7th Street, was present in the audience and responded to questions from the commission. City Planner Jayna Watson presented a synopsis of the information conveyed in the staff report dated July 18, 2017. Vavruska moved to set a public hearing for August 1, 2017 to consider a change in zoning from One- and Two-Family Residential (R2) to Multi-Family Residential (R3) for Lots 7-11 of Block 83 of Original Town. The motion was seconded by Green and upon vote taken thereon carried unanimously. 2. Development Review District (DRD) zoning ordinance text review – Session 3. Applicant: City of Spearfish Location: All areas zoned DRD City Planner Jayna Watson presented a comprehensive explanation of the most recent ordinance text revisions proposed during the most recent planning commission workshop on July 6, 2017 as well as additional language and formatting changes incorporated for consideration. Following extensive discussion resulting in the need for further revisions, Vavruska moved to cancel the public hearing previously scheduled for Tuesday, August 1, 2017 to review the proposed phase I revisions to the Page 1 of 2 7/26/2017 10:58 AM  DRD zoning ordinance text. The motion was seconded by Kruskamp and upon vote taken thereon carried unanimously. 3. Initiate zoning text amendment for changes to Zoning Ordinance Article VI, Section 2, Variances. Applicant: City of Spearfish Location: City-wide City Planner Jayna Watson referred the commission to the staff report dated July 18, 2018 and initiated discussion regarding issues and circumstances which warrant revisions to the zoning ordinance pertaining to variances. She described challenges which often become apparent with considering infill redevelopment proposals particularly in central core neighborhoods. The commission agreed to review ordinance text pertaining to variances when the study of phase II DRD ordinance text revisions is complete. CITY COUNCIL ITEMS: Watson reported briefly on matters before the city council last night. Watson distributed material pertaining to the 2017 South Dakota Planners Association (SDPA) / Western Planner Conference scheduled for September 13-15, 2017 at the Spearfish Holiday Inn & Convention Center. She invited anyone interested in attending all or part of the conference to contact her by August 15, 2017.
