Spearfish Planning Commission Regular Meeting Minutes Tuesday, September 19, 2017 The Spearfish Planning Commission met in regular session on Tuesday, September 19, 2017 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Tuesday, September 5, 2017 as presented. The motion was seconded by Meyer and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. Designate the Boundary of Tax Increment Financing District Number Five (TIF #5). Applicant: City of Spearfish Location: Jackson Boulevard Corridor City Planner Jayna Watson presented a detailed overview of the statutory procedure for creating a Tax Increment Financing (TIF) district. A map illustrating the proposed boundary of TIF #5 was presented, which can generally be described as from 12th Street to University Street, and within the first half block on both sides of Jackson Boulevard in the residential areas and between Kansas and Illinois Streets in the commercial areas. [Kruskamp entered the meeting at this time]. Watson explained that this particular TIF district proposal can be classified as an economic development TIF district with the potential for development resulting from the Jackson Boulevard capital improvement project slated to begin in 2019. Following discussion and review of the findings outlined in the staff report, Chairman Bordewyk opened the public hearing at 3:51 pm. There was no public testimony and Bordewyk closed the hearing at 3:55 pm. Motion was made by Meyer and seconded by Vavruska to recommend approval of the boundary for Tax Increment Financing District Number Five (TIF #5) as presented. There was discussion regarding the findings cited in the staff report as to blighted areas. Upon vote taken thereon, the motion carried unanimously. CITY COUNCIL UPDATE: Watson reported on business matters conducted at the city council meeting last evening. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at approximately 4:10 p.m.
