Spearfish Planning Commission Regular Meeting Minutes Tuesday, September 5, 2017 The Spearfish Planning Commission met in regular session on Tuesday, September 5, 2017 at 3:00 p.m. in the council chambers of Spearfish City Hall. Members present: Toby Bordewyk, Greg Kruskamp, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Members absent: Dan Green and Jim Hopewell. Also present: City Planner Jayna Watson and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Tuesday, August 15, 2017 as presented. The motion was seconded by Kruskamp and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. None were declared. 1. Preliminary Plat of Phase 3A, Elkhorn Ridge Subdivision. Applicant: KTM Design Solutions on behalf of Elkhorn Ridge @ Frawley Ranches Location: Lots 13, 14, 15, 16, 17, and 18 of Block 4 Lots 1, 2 and 3 of Block 8 Lots 1 and 2 of Block 9 Lot 1 of Block 10, and Dedicated public right-of-way of Elkhorn Ridge Addition, all located in Section 15, T6N, R3E, BHM, Lawrence County, SD City Planner Jayna Watson presented an overview of the information detailed in the staff report pertaining to the preliminary plat submittal for Phase 3A at Elkhorn Ridge Golf Estates. Staff analysis concludes the proposal complies with the approved Development Review District (DRD) concept plan approved in 2007. [City Attorney Davis entered the meeting at this time]. Chairman Bordewyk opened the public hearing at 3:07 p.m. There was no public testimony and Bordewyk closed the hearing at 3:07 p.m. Vavruska moved to recommend approval of the preliminary plat of Phase 3A at Elkhorn Ridge Golf Estates as presented and including comments/revisions recommended by staff during preliminary engineering review. [Meyer entered the meeting at the time]. The motion was seconded by Zwetzig and, upon vote taken thereon, passed unanimously. 2. Creation of Tax Increment Financing (TIF) District Number Five (#5) and Designate the Boundaries Thereof. Applicant: City of Spearfish Location: Jackson Boulevard Corridor City Planner Jayna Watson presented a comprehensive overview of the Tax Increment Financing (TIF) process. If approved, TIF District Number Five (#5) would encompass parcels along the Jackson Boulevard corridor from Exit 12 to University Avenue. A detailed map will be available at the next meeting. Following discussion regarding TIF’s in general, a motion was made by Kruskamp and seconded by Vavruska to set a public hearing for Tuesday, September 19, 2017 to hear public testimony concerning a proposal to create Tax Increment Financing (TIF) District Number Five (#5) and establish the boundaries thereof. Upon vote taken thereon, the motion passed unanimously. CITY COUNCIL UPDATE: The city council meeting is scheduled for this evening, due to the Labor Day holiday. Watson announced that Mike Harmon started employment as the new city administrator today. Davis provided a brief update on the acquisition of the McLaughlin Sawmill property. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at approximately 3:50 p.m.
