Spearfish Planning Commission Regular Meeting Minutes Tuesday, December 19, 2017 The Spearfish Planning Commission met in regular session on Tuesday, December 19, 2017 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Bob Meyer, Drew Skjoldal, and Larry Vavruska. Members absent: Greg Kruskamp, Barbara Zwetzig. Also present: City Planner Jayna Watson and Assistant City Planner Desirae Mayo. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Tuesday, December 5, 2017 as presented. The motion was seconded by Green and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. There were no declarations of any potential conflicts of interest. 1. Preliminary Plat, Elkhorn Ridge Golf Estates Phase 3B; expansion to Drake Court. Applicant: KTM Design Solutions, Inc. on behalf of Elkhorn Ridge @ Frawley Ranches, LLC Location: Lot A; Lots 2-12 of Block 9, and Lots 2-6 of Block 10 of Elkhorn Ridge Addition all located in Section 15, T6N, R3E, BHM, City of Spearfish, Lawrence County, South Dakota City Planner Jayna Watson presented an overview of the information detailed in the staff report followed by review of the submittal criteria analysis applicable to any Development Review District (DRD) zoning district and preliminary plat review/approval. Chairman Bordewyk opened the public hearing at 3:13 p.m. Hearing no testimony, Bordewyk closed the public hearing at 3:13 p.m. Motion was made by Vavruska, and seconded by Skjoldal, to recommend approval of the preliminary plat for Phase 3B of Elkhorn Ridge Golf Estates as presented. Upon vote taken thereon, the motion passed unanimously. CITY COUNCIL UPDATE: Watson presented a brief update on matters before the city council last night. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at 3:24 p.m.
