Spearfish Planning Commission Regular Meeting Minutes Tuesday, January 16, 2018 The Spearfish Planning Commission met in regular session on Tuesday, January 16, 2018 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Drew Skjoldal, Larry Vavruska and Barbara Zwetzig. Members absent: None. Also present: City Planner Jayna Watson, Assistant City Planner Desirae Mayo, and City Attorney Eric Davis. The meeting was called to order by Chairman Bordewyk at 3:00 p.m. APPROVAL OF MINUTES: Vavruska moved to approve the minutes of the Planning Commission meeting of Tuesday, December 19, 2017 as presented. The motion was seconded by Meyer and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Bordewyk asked for any potential conflicts of interest to be identified. Meyer disclosed a confluence of interests pertaining to item number two, conditional use permits. Referring to agenda item number one, Skjoldal disclosed he currently resides in downtown Spearfish. Neither were deemed a conflict of interest. 1. Discussion of Zoning Setbacks in Downtown Spearfish Applicant: N/A Location: Residential zoning districts in downtown Spearfish City Planner Jayna Watson presented background information leading to general discussion to discern the need for a potential update to setbacks in all residential zoning districts in downtown Spearfish. Staff will present options specific to corner lots and other well defined categories of lot types at the next planning commission meeting. 2. Update, Conditional Use Permits In the Fall of 2016, the planning commission completed an extensive review of the zoning ordinance text pertaining to conditional use permits found in Article VI, Section 3 of the Revised Ordinances of the City of Spearfish, Appendix A, Zoning. Those changes and a few minor revisions staff deems worthy of consideration were discussed and further review will take place at the next meeting. 3. Election of Officers Motion was made by Green and seconded by Vavruska to nominate Zwetzig as chairwoman. The vote to approve the nomination of Zwetzig as chairman passed unanimously. Motion was made by Vavruska and seconded by Green to nominate Bordewyk as vice chairman. The vote to approve the nomination of Bordewyk as vice chairman passed unanimously. CITY COUNCIL UPDATE: Watson commented briefly on matters to come before the council at the meeting this evening. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at 4:28 p.m.
