Spearfish Planning Commission Regular Meeting Minutes Tuesday, February 6, 2018 The Spearfish Planning Commission met in regular session on Tuesday, February 6, 2018 at 3:00 p.m. in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Dan Green, Jim Hopewell, Greg Kruskamp, Bob Meyer, Larry Vavruska and Barbara Zwetzig. Members absent: Drew Skjoldal. Also present: City Planner Jayna Watson and Assistant City Planner Desirae Mayo. The meeting was called to order by Chairman Zwetzig at 3:00 p.m. APPROVAL OF MINUTES: Kruskamp moved to approve the minutes of the Planning Commission meeting of Tuesday, January 16, 2018 as presented. The motion was seconded by Vavruska and passed unanimously. DECLARATION OF CONFLICTS OF INTEREST: Zwetzig asked for any potential conflicts of interest to be identified. None were disclosed. 1. Update the Front Yard Setback Requirements for Lots Abutting a 100 Foot Wide Public Right of Way Applicant: City of Spearfish Location: Residential zoning districts in downtown Spearfish City Planner Jayna Watson presented an extensive overview of proposed revisions to the Revised Ordinances for the City of Spearfish, Appendix A – Zoning, Article IV, District Regulations, Section 2, Single-Family Residential (R1), Section 3, One- and Two- Family Residential (R-2) and Section 4, Multi-Family Residential (R- 3) zoning districts, based on discussion at the last planning commission meeting pertaining to properties which abut a 100 foot wide rights of way. Following discussion, Vavruska moved to initiate a change to the Revised Ordinances for the City of Spearfish, Appendix A – Zoning, Article IV, Sections 2, 3 and 4 (R1, R- 2 and R-3 zoning districts respectively) front yard setbacks and set a public hearing for Tuesday, February 20, 2018. The motion was seconded by Green and passed unanimously. 2. Update Article IV Sections 2, 3 and 4 (R1, R2, and R3 zoning districts respectively) and Article VI, Section 3, all pertaining to Conditional Use Permits Applicant: City of Spearfish Location: City-wide City Planner Jayna Watson presented an extensive overview of the proposed revisions to the permitted use lists and conditional use permitted lists drafted by the commission in 2016 for R1, R-2 and R-3 residential zoning districts based on continued review at the last meeting. The commission then reviewed and proposed additional zoning ordinance text refinements to Appendix A – Zoning, Article VI, Section 3, all pertaining to Conditional Use Permits. These working documents will be updated and converted into ordinance format for review at the next meeting. No motion was necessary as the update remains a work in progress. 3. Voluntary Annexation and Concurrent Change of Zoning from County Agriculture (A-1) to Agriculture (AG) District. Applicant: Spring Creek Ranch LLC Location: W½NE¼ NW¼, Section 24, T6N, R2E  Motion was made by Kruskamp and seconded by Bordewyk and passed unanimously to set a public hearing for February 20, 2018 to consider a request by Spring Creek Ranch LLC for voluntary annexation and concurrent change of zoning from County Agriculture (A-1) to Agriculture (AG) for property located in the W½NE¼NW¼ of Section 24, T6N, R2E. CITY COUNCIL UPDATE: Watson commented briefly on matters before the council at the meeting last evening. ADJOURNMENT: There being no further business to come before the commission, motion was made by Meyer to adjourn the meeting at 4:28 p.m. The aforementioned motion was seconded by Kruskamp and passed unanimously.
