Spearfish Planning Commission Regular Meeting Minutes Tuesday, March 5, 2019 The Spearfish Planning Commission met in regular session on Tuesday, March 5, 2019 at 3:00 pm in the council chambers at Spearfish City Hall. Members present: Toby Bordewyk, Meghan Byrum, Bob Meyer, and Drew Skjoldal. Members absent: Greg Kruskamp, Larry Vavruska and Barbara Zwetzig. Also present: City Planner Jayna Watson, Assistant City Planner Desirae Mayo, City Administrator Mike Harmon, and City Attorney Ashley McDonald. Vice Chairman Bordewyk called the meeting to order at 3:00 pm. APPROVAL OF MINUTES: Motion was made by Byrum to approve the minutes of the Planning Commission meeting of Tuesday, February 19, 2019 as presented. The motion was seconded by Skjoldal and upon vote taken thereon passed unanimously. DECLARATIONS OF CONFLICTS OF INTEREST: Bordewyk called for any potential conflicts of interest to be identified. None were declared at this time. 1. Request: Provide staff with input regarding camper/RV parking issues. [PROJECT ID: ORD19-001] Location: Residential zoning districts. Applicant: City of Spearfish Assistant City Planner Desirae Mayo presented an overview of photographs taken during a recent field assessment through local neighborhoods illustrating conditions which result when various types of recreational vehicles and utility trailers are parked on residential properties and the potential impacts to the visibility of oncoming vehicular and/or pedestrian traffic. City Planner Jayna Watson presented a seasonal approach to enforcement procedures which would provide more flexibility for parking and storage of recreational vehicles of any size in residential districts from April 1 to November 1. Staff will consider feedback heard today in drafting proposed ordinance text to be presented for further review at the next meeting. 2. Request: Updates to The Revised Ordinances for the City of Spearfish, Appendix A – Zoning, Article V. Supplementary Regulations, Section 6. Sign Regulations [PROJECT ID: ORD19-002] Location: City-wide Applicant: City of Spearfish Mayo presented an overview of proposed changes to existing sign code regulations. Staff intends to seek feedback from the representatives from the chamber of commerce and the business community prior to further consideration by the commission. CITY COUNCIL UPDATE: Watson reported on various matters coming before the city council recently. PUBLIC COMMENT: Public comment section opened at approximately 4:09 pm. No comments were heard and this section closed at 4:09 pm. GROUP PHOTO: With a number of commissioners absent from today’s meeting, the group photo was postponed. ADJOURNMENT: There being no further business to come before the commission, Bordewyk adjourned the meeting at 4:09 pm.
