Adjournment  Spearfish Planning Commission Regular Session Minutes February 20th, 2024 at 4:00 p.m. The Spearfish Planning Commission met in regular session on Tuesday, February 20th at 4:00 p.m. in the council chamber of city hall and via Zoom video conference. Greg Kruskamp chaired, and the meeting was called to order at 4:03 p.m. Roll call was taken with the following members present Meghan Byrum, Greg Kruskamp, Rick Tysdal, Amy Davison, Dylan Wilde, and Toby Bordewyk. Also present: Marlo Kapsa, Planning Director, Jaymia Ecker, Assistant Planning Director and John Senden, Mayor. APPROVAL OF MINUTES: Byrum moved, Davison seconded, and all voted to approve the minutes of the February 6th, 2024 Planning Commission meeting. APPROVAL OF AGENDA: Bordewyk moved, Byrum seconded, and all voted to approve the agenda of the meeting as presented. DECLARATIONS OF CONFLICTS OF INTEREST: Kruskamp called for any potential conflicts of interest to be identified. None were identified. ITEMS FOR ACTION 1. Request: Approve a Minor Plat of Water Lot 1 of Centennial Prairie Addition. Located in the W1/2 SW1/4 of Section 15, T6N, R3E, Spearfish, Lawrence County, South Dakota Location: West of the intersection of Duke Parkway and US Highway 85 near exit 17 north of Interstate Highway 80 Applicant: City of Spearfish Action: Approve the Minor Plat with Stipulations Ecker provided details on the proposed plat involving the creation of a ~6 acre lot and designation of an access easement. The City will construct a water tower on the site. A commission member asked a clarifying question on the access to the parcel relative to the surrounding street network. Tysdal moved, Bordewyk seconded, and all voted in favor of the motion to approve the plat with the stipulations as presented. 2. Request: Elect 2024 Planning Commission Chair and Vice Chair Tysdal moved, Wilde seconded to nominate Kruskamp as chair. Wilde moved, Davison seconded to nominate Byrum as vice chair. All voted in favor of the nomination of Kruskamp as chair and Byrum as vice chair. ITEMS FOR DISCUSSION Project Updates Current Topics in Planning – Short Term Rental Task Force Progress 1. Project Updates a. Draft Comprehensive Plan Memos were shared with the commission for their review. b. Highway 85 Corridor Study – Public meeting on February 27th from 5:30-7:30 PM at Tretheway Pavilion c. Safe Streets for All Kickoff Meeting was held this morning. Next steps will be to execute the grant agreement then issue a request for proposals.  d. State DOT grant program – staff intend to apply for a state DOT grant to update the City’s Master Transportation Plan. If this grant is awarded, the work could begin later this year. CITY COUNCIL UPDATE Kapsa provided updates on council items for the week. PUBLIC COMMENT No comments were made.
