PUBLIC WORKS COMMITTEE
MINUTES January 31, 2017
The Public Works Committee met at 4:15 PM in the Council Chambers of the Municipal
Services Centre on Tuesday January 31, 2017 with the following members present: Schmit,
Jacobs and Clark. Also present were: Mayor Boke, City Administrator Neeb, City Planner
Watson, Finance Officer Dutton, City Attorney Davis, Public Works Administrator Johnson,
Parks Foreman Ehnes, City Engineer Mathis and Administrative Assistant Weber.
Easement – Committee recommended approval to Full Council to grant a twenty foot wide
easement to Butte electric. Easement location T7N,R2E,BHM:Sec27: NW1/4 (wastewater
treatment plant area along hwy85) for electrical utility extension. Public Works Administrator
Johnson stated this is consistent with other electric easements on Hwy 85.
Main Street Art – Committee forwarded without recommendation to Full Council to consider
authorizing Art in Public Places funding not to exceed $50,000 for a three foot diameter
Termesphere with gear driven motion and lighting. Art project will be installed on the clock
tower. This proposal will be presented by the artist Dick Termes and the installer Jared Capp,
Pangea Designs, under items from visitors at full council 2/6/17
Streets/Solid Waste/Motor Pool
Bid – Committee recommended approval to Full Council to accept the following bid from Vicki
Greenwood for $631.50 for the 1990 Dodge pickup that was surplused with intent to sell to
highest sealed bid. This was a re-bid item as the original highest amount was a tie.
Parks and Recreation
MOU with BHSU – Committee recommended approval to Full Council, Consent Agenda to
authorize Mayor Boke to sign Spearfish Forest Products MOU with BHSU.
Recognition – Committee recommended approval to Full Council to recognize the Spearfish
Charter of Black Hills Trails and Two Wheeler Dealer of Spearfish at the February 6th council
meeting for their volunteer work on the Lookout Mountain trail system – This will be presented
at Items From Visitors on Monday.
Events – Committee recommended approval to Full Council, Consent Agenda to approve the
following special event permits:
• Front Porch Coalition Black Hills Area Suicide Awareness Walk & Fun Run May 6th
2017. Rec Path starting at Project Play-Land and follows the rec path through
Winterville to Forest Service Kiosk and back. 8:00am-1:00pm
• Spearfish Canyon 31st Annual Half Marathon & 5k Run/Walk- Northern Hills Area
CASA July 8th 2017. City Parking Lot up through canyon and back. 5:00AM-
1:00PM
Raffle – Committee recommended approval to Full Council, Consent Agenda for the following
raffles:
• Spearfish Area Chamber of Commerce plans to have a scholarship raffle (replaces the
Harley Raffle). 999 tickets will be sold at $50.00 each for a chance to win one of two
scholarships valued at $10,000 and $5,000. The winners will be able to use these
scholarships themselves or gift them. Ticket sales from March 1, 2017 to August 16,
2017. Proceeds to benefit the Spearfish Area Chamber of Commerce.
• BHSU plans to raffle several Western History Books each signed by the author. Tickets
are $5.00 each or 6 for $25.00 with ticket sales on June 1 & 2, 2017 (drawing on June 2).
Proceeds to benefit BHSU Student Scholarship (History).
• Champions Choice Boxing plans to raffle a Savage Axis II X P 6.5 Creedmoor Rifle.
Tickets are 1 - $10, 3-$20 or 8-$50 with ticket sales from February 7th to drawing on May
30th. Proceeds to benefit Champions Choice Boxing tournament and travel fees.
• Spearfish Optimist Club plans to raffle a bicycle – Specialized Hardrock Disc 650b
mountain bike (donated from Two Wheeler Dealer). Cost of tickets $10.00 each or 2 for
$15.00 with ticket sales February 7, 2017 to March 5, 2017 (Home Show). Proceeds to
benefit Optimist Youth Programs.
Brown Bags – Committee recommended approval to Full Council, Consent Agenda to approve
the following Brown Bag permits:

Engineering
Project – Bids for the 2017 Old Town Sanitary Sewer Trunk Line Extension project were
opened Monday 1.30.17 at 1:30 PM. There were 12 bids with a wide range. Plans are to award
bid to the responsible bidder with the lowest base bid. Bid Tab and recommendation will be
available by the CC Agenda. Bid tab is currently being analyzed, however, tentative low bidder
is Rapid Construction LLC with apparent low bid amount of $462,043.20. Committee
recommended approval to Full Council to award the bid to the lowest responsible bidder
Reminder – The Public Meeting for 2018 Jackson Boulevard Project is this Thursday evening.
There being no further discussion before the committee, the meeting was adjourned at 4:38
P.M.
