CITY OF SPEARFISH PUBLIC WORKS COMMITTEE MINUTES July 10, 2018 The Public Works Committee met at 4:15 PM in the Council Chambers of the Municipal Services Centre on Tuesday July 10, 2018 with the following members present: Hodgs, Martin and Clark. Also present were: City Administrator Harmon, Finance Officer Dutton, City Planner Watson, Public Works Administrator Johnson, , Finance Admin Assistant Weber, Streets Superintendent Riopel, Wastewater Treatment Facility Superintendent Evridge, Airport Manager Jilek and Assistant City Planner Mayo. Public Works Resolution 2018-16 – Committee recommended approval to Full Council for Resolution 2018- 16 – Spearfish Road Jurisdiction. Streets Superintendent Riopel stated these are roads that we currently maintain, however were on Lawrence County inventory. Public Works Administrator Johnson stated that road transfers are common as a City grows. This process is initiated by the County via County Resolution, the City agrees to the transfer of certain roads via City Resolution and then when complete, the Secretary of DOT must approve the final transfer. Lease Agreement – Committee recommended approval to Full Council for rifle range lease revision to authorize a twenty year lease for 6.46 acres at the mouth of Spearfish Canyon and authorize Mayor Boke to sign. This lease authorizes the property to be used as a rifle range by the Spearfish Rifle and Pistol Club. Airport Electrical Utility Extension – Committee recommended approval to Full Council to proceed with obtaining electrical utility extension to the new development areas at the Airport - amount approximately $25,000 to Black Hills Energy. Connection fees will then be charged to users as they connect to the extension. Airport Manager Jilek stated the electrical plans should be adequate for the foreseeable growth area at the airport. Public Comment – There were no oral or written comments for this meeting. There being no further discussion before the committee, the meeting was adjourned at 4:33 PM.
