City of Spearfish Public Works Committee Minutes December 10, 2019 The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday, December 10, 2019 with the following members present: Clark and Hodgs. Absent: Herrmann. Also present were: City Administrator Harmon, Parks and Recreation Director Ehnes, City Planner Watson, City Attorney McDonald, Public Safety Director Rotert, Public Works Director Lee, City Finance Officer DeNeui, City Engineer Mathis, Human Resource Director Mathis, and Wastewater Treatment Facility Superintendent Evridge. Engineering Purchase – Committee recommended to full council to approve a sole source purchase of 27 LED decorative street lights with fixtures from Sternberg Lighting c/o GrayBar Electric Company at an approximate cost of $225,000. A firm quote will be provided within the council packet. Parks and Recreation Hire – Committee recommended to full council, consent agenda, to hire Marissa McFarland, substitute group fitness instructor, grade 9, step 1, $14.49 per hour, effective 12/17/2019. Hire – Committee recommended to full council, consent agenda, to hire Brittany Jones, group fitness instructor, grade 9, step 1, $14.49 per hour, effective 12/17/2019. Replacement position. Bid Opening – Committee recommended to full council, consent agenda, to set bid opening for the City Park Pickleball Court Project for January 22, 2020 at 1:30 p.m. in the City Council Chambers. Public Comment – Public comment section was opened at 4:22 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:22 p.m.

Public Comment ITEM NUMBER __________ AGENDA ITEM SUMMARY Engineering DEPARTMENT/ENTITY: ___________________________________________________________ REQUEST: Kyle-Approve sole source purchase of 27 LED Decorative Street Lights with Fixtures from Sternberg Lighting c/o GrayBar Electric Company at an approximate cost of $225,000.00. A firm quote will be provided within the Council packet. JUSTIFICATION: (attach any additional justification and/or documentation) With sole source manufacture direct purchasing, the City of Spearfish can purchase the 27 street lights which will ultimately be installed along Jackson Boulevard during phase 2 work. A sole source purchase has been determined by City staff as appropriate in this case since these poles were made with essential parts that are proprietary to the manufacturer and will exactly match the lighting installed in Phase 1. These lights were also bid competitively within the Phase 1 project. (If project still requires approvals or is time sensitivity, explanation will be expanded.) FUNDING: Budgeted item for 2020. Funded from 201-43120-4330 (74.2%), 602-43350-4330 (7.9%), & 604-43250-4330 (17.9%): Project 19C RECOMMENDATION: City Attorney has reviewed and City staff recommends for approval. City Administration may report to both committees 1 ITEM NUMBER __________ AGENDA ITEM SUMMARY DEPARTMENT/ENTITY: Parks-45220 ___________________________________________________________ REQUEST: Tyler-Request approval to set bid opening for the City Park Pickleball Court Project for January 22nd, 2020 at 1:30 PM in the City Council Chambers. JUSTIFICATION: (attach any additional justification and/or documentation) This is a carryover project from 2019 and a budgeted project for 2020. $280,000 is budgeted in second penny with $120,000 being reimbursed with grants and donations from the pickleball club. This project will remove the existing fence, asphalt and basketball courts and replace with six pickleball courts, new basketball standards and additional fencing. City staff will conduct the demolition of the existing structure and the project will be bid in two different packages. The first package will be for earth work and the other for the court and fencing.
