City of Spearfish Public Works Committee Minutes May 26, 2020 4:15 p.m. The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday, May 26, 2020 with the following members present: Clark, Herrmann and Hodgs. Also present were: City Administrator Harmon, Park and Recreation Director Ehnes, City Attorney McDonald, Public Works Director Lee, Public Safety Director Rotert, and Finance Officer DeNeui. Engineering Change Order – Committee recommended to full council to approve Change Order 3 for the 2019 Jackson Boulevard Street Utility Improvements-Phase 1 with an increase of $199,767.93 and a decrease of $91,300.58, for a net increase of $108,467.35 (2.78%), and a revised substantial completion date of December 10, 2019 and overall completion date of June 6, 2020. Change Order – Committee recommended to full council to approve Change Order 1 for the WWTP Equalization Project with an increase of $33,195.43 and a decrease of $4,579.72, for a net increase of $28,615.71 (4.42%) and a revised completion date of October 8, 2020. Proposal – Committee recommended to full council to accept a proposal from FHU Engineering for surveying, design services and bidding services to complete Jackson Boulevard Bridge Project with BIG Grant Funding at a cost estimated at $70,150.33. Parks and Recreation Sign MOU – Committee recommended to full council to approve and authorize Mayor Boke to sign the MOU with BHSU for the Ronnie Thiesz soccer field located at the Spearfish Forest Products Youth Complex. Agreement – Committee recommended to full council to approve and authorize Mayor Boke to sign the Transportation Alternative Agreement (Project P TAPU (28) PCN 07RG) with the South Dakota Department of Transportation. Program – Committee recommended to full council to approve the Adopt-A-Park program with some slight modifications to be done prior to the council meeting. Sign MOU – Committee recommended to full council to approve and authorize Mayor Boke to sign the MOU with the Northern Hills Master Gardeners for the community garden located at the Spartan Park. Public Works Resolution 2020-12 – Committee recommended to full council to adopt Resolution 2020-12 – A Resolution to Sell Certain Personal Property to the South Dakota Department of Public Safety Highway Patrol. Resolution 2020-08 – Committee recommended to full council to repeal Resolution 2020-08. A new fee resolution for the Restricted Use Site will be presented at a later date. Award – Committee recommended to full council to award the 2020 Crack Sealing Project to Highway Improvement, Inc. at a cost of $99,999.54. The award is based on the Pennington County Highway Department bid unit prices. Set Bid Opening – Committee recommended to full council to set bid opening for the 2020 Scheduled Street Repairs Project for June 22, 2020 at 1:30 p.m. in the City Council Chambers. CARES Grant – Committee recommended to full council to approve and authorize Mayor Boke and city staff to sign all documents and agreements with the federal and state agencies regarding the airport CARES grant award. Public Comment – Public comment section was opened at 4:34 p.m. and closed with no comments received. Additional Discussions – Park and Recreation Director Ehnes noted a proposal to clean the public restrooms in the parks was received and rejected by staff due to high cost. The parks division will be hiring two seasonal staff members to clean the restroom facilities and will utilize government buildings and the recreation center staff to assist with cleaning in the interim. Most restrooms should be open by June 1. Administrator Harmon noted there is interest from a third party to provide regular daycare services at the Recreation Center. City staff will continue to explore this public-private partnership. The meeting was adjourned at 4:45 p.m.
