Public Works Committee Minutes
May 12, 2020 4:15 p.m.
The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday,
May 12, 2020 with the following members present: Clark, Hermann and Hodgs. Also present were:
City Administrator Harmon, City Planner Watson, Park and Recreation Director Ehnes, City
Attorney McDonald, Human Resource Director Mathis, Public Works Director Lee, Assistant
Police Chief Dean, City Engineer Mathis, Public Safety Director Rotert, Assistant Finance Officer
Thurmes and Wastewater Treatment Superintendent Everidge.
Engineering
Storm Drainage Easement – Committee recommended to full council to approve easement
agreement with Gar-Shar and the City of Spearfish.
Jackson Boulevard Construction – Committee recommended to full council to approve AE2S
proposal for construction at a cost to not exceed $160,000.
Human Resources
Ordinance 1315 – Personnel Policy – Committee recommended to full council to adopt the 2020
personnel policy.
Parks and Recreation
Award Proposal – Committee recommended to full council to approve HDR Engineering for
surveying, design services and biddings services to complete Exit 17 Sports Complex.
Sign MOU – Committee recommended to full council to authorize Mayor Boke to sign the MOU
with BHSU and Spearfish Adult Softball for the softball fields at Black Hills State University.
Public Works
Presentation – Committee recommended to full council to allow Infrastructure Management
Services (IMS) to give a presentation at City Council meeting on May 18th.
Adopt Policy 9.5.2 – Committee recommended to full council to adopt policy 9.5.2 for Restricted
Use Site Fees.
Adopt Resolution 2020-12 – Committee recommended to full council to adopt resolution 2020-12
to clarify Restricted Use Site Fees.
Bridge Improvement Grant – Committee recommended to full council to approve Bridge
Improvement Grant Agreement for Preservation with the State of South Dakota, Department of
Transportation for $255,600 for Jackson Boulevard bridge.
Public Comment – Public comment section was opened at 4:21 p.m. and closed with no
comments received.
There was further discussion to garner interest in the daycare at the Rec Center currently and
moving forward.
The meeting was adjourned at 4:41 p.m.
