Public Works Committee Minutes
January 12, 2021
The Public Works Committee met at 4:30 p.m. via Zoom videoconference system on Tuesday,
January 12, 2021 with the following members present: Clark, Herrmann, and Hodgs. Absent: None.
Also present were: City Administrator Harmon, City Attorney McDonald, City Engineer Mathis,
Finance Officer DeNeui, City Planner Watson, Public Works Director Lee, Acting Public Works
Director Kean, and Parks and Recreation Director Ehnes. Council member Lee was also present
until 4:17 p.m.
Engineering
Recertification – Committee recommended to full council to authorize Mayor Boke to sign the
Community Rating System (CRS) CC-213 Recertification, FEMA Form 086-0-35A (04/17). This
certification provides a discount on flood insurance to Spearfish residents.
Quote – Committee recommended to full council to accept Kustom Koncepts’ quote for
fabrication and installation of the Exit 12 Gateway Sign and the fabrication of the Historic Wood
Pipe Interpretive Signs for the Jackson Boulevard Street & Utility Improvements Project at a cost of
$26,170.00. Council Member Herrmann noted he would prefer a local contractor be awarded the
project work but recognizes the City accepts the lowest quote received in the competitive quote
process.
Public Works
Change Order – Committee recommended to full council to approve Change Order 2 for the Sky
Ridge Subdivision - Phase 1 - with a net increase of $173,527.86 (+4.38%, an increase of
$173,527.86 and a decrease of $0.00). The overall completion date is not changed for the planned
work, but the additional work in this change order will be due by September 1, 2021.
Quote – Committee recommended to full council to accept the quote from Core and Main for
meter transceiver units, cold water meters, and meter pits.
Hire – Committee recommended to full council, consent agenda, to hire Woodrow Palmer as a
(benefit-eligible) wastewater treatment facility operator I, grade 12, step 11, $20.83/hour, effective
1/20/2021 or after.
Public Comment – Public comment section was opened at 4:26 p.m. and closed with no
comments received.
City Administrator Harmon noted small group meetings will be held soon on the medical and
recreational marijuana measures and progress is being made on the efficiency directive with Visit
Spearfish, Spearfish Economic Development Corporation and Spearfish Area Chamber of
Commerce. Parks and Recreation Director Ehnes noted construction began on the Rock Wall
feature being added to the Recreation Center. The project has an expected completion date of
March 1, 2021.
No additional discussions were held and the meeting was adjourned at 4:32 p.m.
