City of Spearfish Public Works Committee Minutes January 26, 2021 The Public Works Committee met at 4:30 p.m. via Zoom videoconference system on Tuesday, January 26, 2021 with the following members present: Clark, Herrmann, and Hodgs. Absent: None. Also present were: City Attorney McDonald, Human Resource Director Mathis, Finance Officer DeNeui, City Planner Watson, Public Works Director Kean, Parks and Recreation Director Ehnes, Recreation Facility Superintendent Rauterkus, Public Safety Director Rotert, and Fire Chief Ladson. Human Resources Hire – Committee recommended to full council, consent agenda, to hire Kayden Drew as (benefit- eligible) project inspector, grade 18, step 14, $29.73 per hour, effective on 2/2/2021 or after. Parks and Recreation Resolution 2021-02 – Committee recommended to full council to adopt Resolution 2021-02 – A Resolution to Set Fees Charged by the City effective February 26, 2021. This resolution will update fees for the Recreation Center that pertain to fitness classes, facility rentals and use of the climbing wall. Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the 2021 City Weed Control Project for Wednesday, February 17, 2021 via Zoom. Public Works Dump Truck – Committee recommended to full council to purchase a new 2021 dump truck and plow from Sanitation Products under the Sourcewell Contract for $163,844. The budget for this equipment in the 2021 Capital Improvement Plan is $200,000 from 2nd Penny. The current truck will be moved to back-up status with its vehicle tracking device being moved to the new truck. Irrigation Well – Committee forwarded to full council, without recommendation, the approval of the design, exploration, and drilling of an irrigation well at the Sports Complex at Sky Ridge. Cost estimates will be provided in the full council packet. Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the 2021 CIPP Sanitary Sewer Lining Project for March 5, 2021, at 1:30 pm in the City Council Chambers. The project will include sewer lines from Jorgensen Park to Highway 14. Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the Jackson Boulevard Bridge Rehabilitation Project for March 5, 2021, at 1:30 pm in the City Council Chambers. Additional information on the design of the project will be provided in the full council packet. Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the Sandstone Hills Street Repair & Sewer Up-size Project for March 25, 2021, at 1:30 pm in the City Council Chambers. The project will include sewer line replacement, mill, overlay and some patching or replacement of the roadway surface. Public Comment – Public comment section was opened at 4:27 p.m. and closed with no comments received. Finance Officer DeNeui reminded committee members of the April 13, 2021 election and petition circulation may begin on January 29, 2021. Parks and Recreation Director Ehnes noted that Spearfish’s $400,000 recreation trails grant application is recommended for approval during the SD Department of Transportation Commission meeting on Thursday, January 28, 2021. Fire Chief Ladson noted January has been busy for the fire department with 28 calls so far. No additional discussions were held and the meeting was adjourned at 4:30 p.m.
