Public Works Committee Minutes
February 9, 2021
The Public Works Committee met at 4:30 p.m. via Zoom videoconference system on Tuesday,
February 9, 2021 with the following members present: Clark, Herrmann, and Hodgs. Absent: None.
Also present were: City Administrator Harmon, City Attorney McDonald, Finance Officer DeNeui,
Public Works Director Kean, Parks and Recreation Director Ehnes, and Recreation Facility
Superintendent Rauterkus.
Engineering
Award – Committee recommended to full council to award the bid to Journey Group Companies
dba Ainsworth Benning Construction for the Exit 8 Area Community Path: Hillsview Road and
SFP Sports Complex bid for a total amount $305,324.79.
Proposal – Committee recommended to full council to accept FMG Engineering's Proposal
Amendment #4 for design and construction administration services for the Exit 8 Area Community
Path project at a cost of $57,737.00.
Parks and Recreation
Program – Committee recommended to full council to approve the Memorial Tree Program. This
program will allow families and community members to purchase trees in honor of another with a
recognition wall to be created and displayed. The recognition wall location has yet to be determined.
Rate Structure – Committee recommended to full council to approve a one-rate structure for the
Spearfish Recreation and Aquatics Center. The rate would be the current “resident” discounted rate
for all patrons of the center.
Water Source – Committee recommended to full council to construct an irrigation well for the
water source at the new Sky Ridge Sports Complex. Three options were presented to provide water
for the approximate 109 zones of the complex. The other two options were to connect to City
water lines incurring the standard water fee or connect to City water lines but set a lower City
Facility Rate.
Public Works
Snow Fence – Committee recommended to full council to approve the aesthetics of the proposed
snow fence along the southern boundary of the airport. The fence will be incorporated into the
Perimeter Wildlife Exclusion Fence Project at the airport and the SD Department of Transportation
will pay for the cost of the fence.
Public Comment – Public comment section was opened at 4:45 p.m. with comments from resident
Joe Jorgensen on the cold weather and the proposed cost of the irrigation well for the Sky Ridge
Sports Complex. No further comments were received and the public comment section was closed
at 4:47 p.m.
City Administrator Harmon noted in-person meetings will resume on Tuesday, February 16, 2021 as
the Council Chambers Project is nearly completed. Recreation Facility Superintendent Rauterkus
noted the rock wall construction is progressing and encouraged all to stop by and see it.
No additional discussions were held and the meeting was adjourned at 4:48 p.m.
