City of Spearfish Public Works Committee Minutes February 23, 2021 The Public Works Committee met at 4:30 p.m. in the Council Chambers of City Hall on Tuesday, February 23, 2021 with the following members present: Clark, Herrmann, and Hodgs. Absent: None. Also present were: City Administrator Harmon, City Attorney McDonald, Finance Officer DeNeui, Public Works Director Kean, City Engineer Mathis, Parks and Recreation Director Ehnes, Public Safety Director Rotert, City Planner Watson, and Recreation Facility Superintendent Rauterkus. Items from Visitors Speaker Power – Nathan Hoogshagen from the Downtown Business Association (DBA) requested funding to add electrical connection to support speakers on downtown light poles at an estimated amount of $10,000. Hoogshagen noted the DBA has funds for the purchase of the speakers and installation. Discussion was held on the content of material broadcast. Committee recommended to full council to support the project and to allow City staff to work with the DBA on details regarding content and prepare a formal agreement for council consideration. City Administration FYI – Library, Parks and Recreation and Public Works will present their 2020 Annual Departmental Reports on Monday, March 1, 2021. FYI – Engineering, Finance, Human Resources, Planning & Zoning and Public Safety will present their 2020 Annual Departmental Reports on Monday, March 15, 2021. Engineering Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the Salem Park Recreation Path Bridge Project for March 23, 2021 at 1:30 p.m. in the City Council Chambers. Parks and Recreation FYI – A presentation on the Sky Ridge Sports Complex will be presented during the Monday, March 1, 2021 City Council Regular Session. Resolution 2021-05 – Committee recommended to full council to adopt Resolution 2021-05 – A Resolution to Set Fees Charged by the City, effective March 26, 2021. Parks and Recreation Director Ehnes noted the fees are to implement the one-rate structure at the Spearfish Recreation and Aquatics Center and the Memorial Tree Program and amend a few fees for the cemetery and campground. Trail Proposal – Committee recommended to full council to approve the Spearfish Nature and History Trail Proposal. This trail will be from Meier Avenue to Thoen Stone and then to Saint Joe Street and will eventually connect with a future trail system around the D.C. Booth Historic Fish Hatchery. The nature trail will be maintained with volunteers from Black Hills Trails and equipment from the U.S. Forest Service. Master Plan – Committee recommended to full council adopt the 2022-2032 Parks and Recreation Master Plan. The plan will guide staff and citizens in the short- and long-term planning of the parks and recreation opportunities in Spearfish. Public Works Set Bid Opening – Committee recommended to full council, consent agenda, to set the bid opening for the 2021 Crack Sealing Project for March 25, 2021 at 1:30 p.m. in the Council Chambers. Public Comment – Public comment section was opened at 4:50 p.m. and closed with no comments. No additional discussions were held and the meeting was adjourned at 4:52 p.m.
