Public Works Committee Minutes
April 13, 2021
The Public Works Committee met at 4:30 p.m. in the Council Chambers of City Hall on Tuesday,
April 13, 2021 with the following members present: Clark and Hodgs. Absent: Herrmann. Also
present were: City Administrator Harmon, City Attorney McDonald, Finance Officer DeNeui,
Public Works Director Kean, Parks and Recreation Director Ehnes, Public Safety Director Rotert,
Human Resource Director Mathis, City Planner Watson, and Fire Chief Ladson.
Public Comment – Public comment section was opened at 4:15 p.m. and closed with no
comments.
City Attorney
Agreement – Committee recommended to full council to approve the Airport Management
Agreement with Eagle Aviation.
Lease – Committee recommended to full council to approve the Lease and Field Base Operator
Agreement with Eagle Aviation.
Resolution 2021-12 – Committee recommended to full council to approve Resolution 2021-12 – A
Resolution of Intent to Enter into a Hay Lease Agreement for Certain Airport Property.
(Bechen/Cuka hay lease)
Resolution 2021-13 – Committee recommended to full council to approve Resolution 2021-13 – A
Resolution of Intent to Enter into a Hay Lease Agreement for Certain Airport Property. (Moke hay
lease)
Human Resources
Hire – Committee recommended to full council, consent agenda, to hire the following seasonal
employees effective 4/20/2021 with the authority to add more names prior to the City Council
agenda posting:
Jessa McFarland WSI/Lifeguard $11.25
Isabel Castillo WSI/Lifeguard $10.75
Kjellen Bogard Lifeguard $10.50

Parks and Recreation
Proclamation – Committee recommended to full council to proclaim Friday, April 23, 2021 as
Arbor Day 2021 in the City of Spearfish.
FYI – Items from Visitors – Taylor Lage requests approval of the community mural project to be
located in the Spearfish Recreation and Aquatics Center.
Set Bid Opening – Committee recommended to full council to set the bid opening for the Sky
Ridge Sport Complex for on or after Wednesday, May 19, 2021 at 1:30 p.m. in the Council
Chambers.
Request Proposals – Committee recommended to full council to authorize city staff to request
proposals for the complex naming rights of the Sky Ridge Sports Complex.
Public Works
Surplus – Committee recommended to full council to surplus a structure at 4029 E. Colorado Blvd.
as well as concrete, building foundations, and site debris located at the McLaughlin Sawmill site to
be destroyed or disposed of.
Change Order – Committee recommended to full council to approve Change Order 3 for the Sky
Ridge Subdivision – Phase 1 – with a net increase of $23,000.00 (+0.25%), an increase of $23,000.00
and a decrease of $0.00. The overall completion date is not changed for the planned work.
Surplus – Committee recommended to full council to surplus the provided list of items to be
auctioned, destroyed, salvaged/sold as scrap, traded in, transferred to another government agency,
or sold by sealed bid.
No additional discussions were held and the meeting was adjourned at 4:27 p.m.
