City of Spearfish Public Works Committee Minutes March 30, 2021 The Public Works Committee met at 4:30 p.m. in the Council Chambers of City Hall on Tuesday, March 30, 2021 with the following members present: Clark, Herrmann, and Hodgs. Absent: None. Also present were: City Administrator Harmon, City Attorney McDonald, Finance Officer DeNeui, Public Works Director Kean, Parks and Recreation Director Ehnes, Public Safety Director Rotert, Human Resource Director Mathis, and City Engineer Mathis. Public Comment – Public comment section was opened at 4:15 p.m. and closed with no comments. Engineering Amendment – Committee recommended to full council to approve the Amendment to Exit 8 Area Community Path – Phase 1 Easement Agreement between Lawrence County and the City of Spearfish, to amend construction of path date. Award Bid – Committee recommended to full council to award the lowest responsive and responsible bid for the Salem Park Recreation Path Bridge Project to A & L Contractors at a total amount of $113,030.00, not budgeted in 2021. Funding will come from the 293-Spearfish Creek Restoration Fund and will require a budget supplement. Human Resources Awards – The Years of Service Awards will be presented during the April 5, 2021 City Council Regular Session to the following employees: 5 Years – Shawn Fox, Greg King, Ed Richards, Collin Smith, Justin Woodroof 10 Years – Dustin Bush, Aaron Jurgensen, Dawn Lolley 15 Years – Gary Lillehaug, Tonya Vig, Lee Alberts 25 Years – Eric Bowers, Boyd Dean Move – Committee recommended to full council to move Tayler Rovere to wastewater treatment operator II, grade 13, step 11, $21.88 per hour effective 4/4/2021. Due successful completion of South Dakota Class II Wastewater Treatment Operator’s Certification. MOU – Committee recommended to full council, consent agenda, to approve and authorize Mayor Boke to sign the Memorandum of Understanding (MOU) with Black Hills State University (BHSU) and Spearfish Adult Softball Association for the softball fields located at the BHSU Complex. Public Works Resolution 2021-10 – Committee recommended to full council to adopt Resolution 2021-10 – The Federal Aid Bridge Program Resolution for County and Urban Projects. Banners – Committee forwarded the approval of the banners proposed and funded by Downtown Business Improvement District (DBID) for Main Street and Jackson Blvd to full council. A request was made for a representative from the DBID to present the request to full council. Budget Allocation – Committee recommended to full council to allow allocation of the 2021 Capital Improvement Plan (CIP) Hudson Hall Roof Replacement funds to be utilized for other priority government building repairs. FYI – Public Works Director Kean noted the Sandstone Hills Street Repair & Sewer Upsize Project bids were approximately 20 percent higher than engineer estimate and staff is considering rejecting all bids or negotiating with the lowest bidder as permitted under state statutes. A recommendation will be on the full council agenda. Grant – Parks and Recreation Director Ehnes noted the Transportation Alternative Grant Agreement with the South Dakota Department of Transportation for the second $400,000.00 grant for the Exit 8 Recreation Path has been reviewed by staff and will be on the full council agenda for approval. No additional discussions were held and the meeting was adjourned at 4:32 p.m.
