City of Spring Hill, Kansas Minutes of City Council Regular Session March 23, 2023 A Regular Session of the City Council was held in the Spring Hill Civic Center, 401 N. Madison, Council Chambers, Spring Hill, Kansas on March 23, 2023. The meeting convened at 7:00p.m. with Mayor Berkey presiding and Glenda Gerrity, City Clerk, recording. Councilmembers in attendance: Diana Roth Brian Peel Chad Young Wendy North Chip VanHouden Staff in attendance: Lane Massey, City Administrator Patrick Burton, Community Development Director Cindy Henson, Chief of Police Jackie Messer, Director of Public Works Monakisha Jones, Human Resources Director Consultants in attendance: Spencer Low, City Attorney INVOCATION The invocation was given by Pastor Zach Terrell, Become Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The City Clerk called the roll of the City Council. With a quorum present, the meeting commenced. APPROVAL OF THE AGENDA The mayor requested to remove Consent Agenda Item 5 and Item 6, at the applicant’s request. Motion by Roth, seconded by North, to approve the agenda as amended. Motion carried 5-0-0. DISCUSSION Waste Management Improvement Plan, John Blessing (Waste Management) Mr. Blessing spoke about proposed changes to the trash services due to the growth in Spring Hill. The proposed changes include providing trash and recycling carts to the residents at no charge; adding another service day on Thursday to begin in January 2024; large item pickup remains the same; post cards will be mailed to the residents about the carts and the collection day change; contractual revisions will be forthcoming. They suggested using the county line as the divider for the additional day of service, which is the same for large item pickup. PROCLAMATION Fair Housing Month The mayor proclaimed the month of April as Fair Housing Month. CITIZEN PARTICIPATION Bill Peterman, 19431 W. 200th Street, spoke about the fiber installation at his residence and throughout the community. Charles Morse, 18460 S. Ridgeview Road, spoke about the comprehensive plan. CONSENT AGENDA Motion by Roth, seconded by North, to approve the consent agenda as amended. 1. Consider Approval of Veterans Park Memorial Design Motion by Roth, seconded by North, to approve the graphic designs as presented for benches and tablets at Veterans Park Memorial, along with quotes and names (authors of quotes and correct grammar). Motion carried 5-0-0. 12. Consider Approval of 2023 Spring Hill Aquatic Center Rates Motion by Roth, seconded by Peel, to approve the 2023 Aquatic Center Rates Summary as presented for the Spring Hill Aquatic Center. EXECUTIVE SESSION Motion by Roth, seconded by North, to recess into Executive Session for 15 minutes to receive advice of preliminary discussions prior to acquisitions of real property per K.S.A. 75-4319 (b) (6) of the Kansas Open Meetings Act. The open meeting will resume in the City Council Chambers at 8:33p.m. No formal action is anticipated following the session. Persons to be in attendance are Lane Massey, City Administrator, Pat Burton (Community Development Director), and Spencer Low, (City Attorney). Motion carried 5-0-0. The meeting recessed at 8:18 p.m. The mayor stated to let the record reflect that the Governing Body reconvened into the open meeting at 8:33p.m. Everyone was present. No votes were taken, or decisions made during the executive session. The discussion was limited to the subjects stated. ADJOURN Motion by Roth, seconded by North, to adjourn. Motion carried 5-0-0.
