THE FOLLOWING MINUTES ARE SUBJECT TO MODIFICATION AND ARE NOT OFFICIAL MINUTES UNTIL APPROVED BY THE SPRING HILL PARKS ADVISORY BOARD Spring Hill Parks Advisory Board Meeting Minutes August 21, 2017 CALL TO ORDER Doug D’Albini called the meeting to order at 7:02 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Doug D’Albini Laila Reis Mark Squire Absent: George Eshnaur and Darrell Beck Staff Present: Ryan Crowley, Parks Superintendent Meeting Attendees: None APPROVAL OF AGENDA Motion by Laila Reis, seconded by Mark Squire to approve the agenda. Motion carried. FORMAL BOARD ITEMS 1. Approval of Minutes: July 17, 2017 Motion by Laila Reis, seconded by Mark Squire to approve minutes. Motion carried. DISCUSSION 2. Planning Commission Presentation : see attachment #1 a. Questions from the Board Members: i. They would like more information regarding the green space specifically in Boulder Springs (formerly Rose Park), Dayton Creek and Oak Woods. ii. Is private open space included in the 4% requirement? 3. Review of City owned properties 4. PAB could then make recommendation to the Zoning Board for that list to be accepted for private property as well. • Report tree issues to City Council after investigation. o EAB is a hot topic in surrounding communities. Research should be done on the risks and possible impact. • Annual recommendation for expenditures & budgets for tree programs. o Budgetary consideration will being in Nov. Parks • Promote, aide, encourage & conduct Parks including development. o Assess current park land and provide ideas for development and updated usage for park facilities. o Veteran’s Park design • Advise City Council on Park Policies o New Lake Rules will be needed. Mr. Crowley requested Board members to research and prepare for an in-depth discussion on Lake Rules at the next meeting. • Advise on new proposed Parks o Plots will be discussed – the PAB will make recommendation to the Planning Commission as needed. o Veteran’s Park design • Interpret the policies, functions and operations of the Parks Department. o Newsletter submissions are a great way to provide this information to the public. • Liaisons o Johnson County Parks & Recreation - Next regular board meeting Sept 20th - Mark Squire volunteered to be the Parks Advisory Board Liaison to Johnson County Parks and Recreation. o Spring Hill Recreation Commission – Next regular board meeting Sept 13th - Laila Reis volunteered to be the Parks Advisory Board Liaison to the Spring Hill Recreation Commission. o USD 230 – Next regular board meeting Aug 22nd - Doug D’Albini volunteered to be the Parks Advisory Board Liaison to USD 230. 5. Special Event Recycling – Waste Management has provided information and costs. Mr. Crowley will provide informational sheet to be given to event coordinators to encourage recycling at events. Mr. Squire asked City staff to research if there is a current ordinance that requires trash and restrooms at public events as they are not currently listed on the Special Event Permit. 6. Fall Festival Event Planning – Mr. Crowley will seek additional prizes, the 3 - 1st place prizes have been secured for the event. Mrs. Davison will prepare voting boxes and signage. Schedule of booth volunteers will be determined at the September meeting. There were a few commonalities between them. All have drinking water available at the facilities. Those that had dedicated spaces with size restrictions had at least 1 acre for small breeds and 3 acres for large breeds.
