THE FOLLOWING MINUTES ARE SUBJECT TO MODIFICATION AND ARE NOT OFFICIAL MINUTES UNTIL APPROVED BY THE SPRING HILL PARKS ADVISORY BOARD Spring Hill Parks Advisory Board Meeting Minutes July 15, 2019 CALL TO ORDER Chairman Doug D’Albini called the meeting to order at 6:00 p.m. Board Members in Attendance: Doug D’Albini Mark Squire Carol Thomas Derek Buckridge Board Members Absent: Tommy Holland Staff in Attendance: Jim Boyer, Utility Superintendent Glenda Gerrity, City Clerk PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The City Clerk called the roll of the Parks Advisory Board. With a quorum present, the meeting commenced. APPROVAL OF AGENDA Motion by Mark Squire, seconded by Carol Thomas, to approve the agenda. Motion carried 4-0-0. CITIZEN PARTICIPATION There was no Citizen Participation. FORMAL BOARD ITEMS 1. Approval of Minutes: March 18, 2019 Motion by Mark Squire, seconded by Carol Thomas, to approve the May 20, 2019 meeting minutes. Motion carried 4-0-0. DISCUSSION Parks Master Plan Update, Mr. Larry Reynolds, Vireo Mr. Reynolds provided a progress update for the Parks Master Plan project. He stated that meetings were held with Focus Groups, a public questionnaire was posted online through Survey Monkey, and a public open house was held. Mr. Reynolds reviewed the responses from the Focus Groups and the Dot Exercise that was held during the open house. Mr. Reynolds presented the draft questions for the Survey. The survey will be mailed to every household in the Spring Hill School District. The responses can also be submitted through email. The Board reviewed the survey questions and suggested adding a comment section for questions 7-9; change the name of Melvin Murry Park to Woodland Ridge Park; change MHP&R to SHRC; and add a question about which mechanisms a resident would support for funding the parks. STAFF REPORT  Mr. Boyer stated that staff is reviewing applications for a Park Superintendent.  Mr. Boyer reported that the Veterans Park is moving forward.  Mr. Buckridge reported that residents are unable to access the spillway on the west side of the Spring Hill Lake to go fishing, due to a large brush pile on the southwest side. Mr. Boyer was unaware of this and will check out the area of concern.  The Parks Advisory Board will revisit the City-Wide Cleanup when the City is fully staffed. With a quorum present, the meeting commenced. APPROVAL OF AGENDA Motion by George Eshnaur to approve amended agenda, seconded by Tommy Holland to approve the agenda. Motion carried. CITIZEN PARTICIPATION None FORMAL BOARD ITEMS 1. Approval of Minutes: March 18, 2019 Motion by Tommy Holland, seconded by George Eshnaur to approve minutes. Motion carried. DISCUSSION • Board Appointment: Derek Buckridge • Board Appointment renewal: George Eshnaur. Mr. Eshnaur informed the Board he would be moving out of Spring Hill soon and would no longer be available to serve on the Board after this meeting. Members wished Mr. Eshnaur success and thanked him for his service. • Daffodil Days booth was successful. Mr. Holland noted that the larger estate trees drew interest to the booth. The community was excited about winning trees and would be grateful for better odds. Mr. Squire recommended providing the smaller Arbor Day Foundation saplings in conjunction with larger estate trees as prizes for the 2020 event. Members would like to encourage participation from Shift, Volunteer Club, Rotary Club and other civic groups. • 2020 Parks Advisory Board Funding Request for the following events: Daffodil Days, Fishing Derby, Fall Festival, Hometown Holidays and the new addition of Community Cleanup Events. Past expenditures and projections will be provided to the Board before the June meeting. • Ripple Glass Container upkeep will be encouraged through social media and the City newsletter. Parks staff and volunteers from the Board will continue to monitor the container. STAFF REPORT • CIP 2020-2024 Review was provided by Mr. Leon. Mr. Squire requested detail for CIP items that pertain to Parks. • Veteran’s Park construction bids are currently under staff review, a recommendation to council is expected June 13th. Members requested more information on the revenue tax that was established for Spring Hill Aquatic Center and Veteran’s Park (formerly West Lake Park). They would also like to view the updated plan for Veteran’s Park. • Parks Master Plan update was provided by Larry Reynolds, representative from Vireo. Mr. Reynolds presented various questions and formats for disseminating requests for feedback from the community. Board members were asked to participate by completing an online survey.
