Meeting Minutes
November 18, 2019
CALL TO ORDER
Chairman Doug D’Albini called the meeting to order at 6:02 p.m.

Board Members Absent: Carol Thomas
Staff in Attendance: Dillon Jones, Parks Superintendent
Dora Davison, Administrative Assistant – Public Works
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
ROLL CALL
The Secretary called the roll of the Parks Advisory Board. With a quorum present, the meeting
commenced.
APPROVAL OF AGENDA
Motion by Mark Squire, seconded by Tommy Holland, to approve the agenda. Motion carried.
CITIZEN PARTICIPATION
Kari Fisher, 701 W Spring St, Mrs. Fisher brought forth the following comments for the Parks Advisory
Board to consider:
Ground Water Recharge assisting the City in expanding its own water district in a long-range
plan.
Native plant and bio-swale initiative formed with current civic groups to educate the community.
Designation of an outdoor classroom at Veteran’s Park to aid in school and boy scout
conservation projects.
The City making strides to become LEED Certified.
The board thanked Mrs. Fisher for her participation in the meeting and will consider her comments.
Jared Kosberg, 20759 S Barker Rd, Mr. Kosberg requested information about the upper pond at
Woodland Ridge and the improvements being made by the City. Mr. Jones explained the City is in the
process of draining the upper pond to enable staff to remove silt and deepen the pond which will help
with the continual overgrowth without the use of additional chemicals. City staff hopes to complete this
project in early Spring of 2020.

1. Approval of Minutes: September 16, 2019
Motion by Tommy Holland, seconded by Derek Buckridge, to approve the September 16, 2019
meeting minutes. Motion carried.
DISCUSSION
Fall Festival Parks Advisory Board Booth
Despite some rainy weather the event was successful. The board expressed desire to continue
participation in current City events such as Fall Festival, Daffodil Days and Hometown Holidays.
Hometown Holidays, December 6, 2019 from 6pm-8pm
Board members volunteered to serve the refreshments at the event.
STAFF REPORT
Veterans Park Update - Mr. Jones reported some minor issues have arisen and been addressed
however overall the project is currently progressing on schedule and within budget. City staff
will begin the playground installation in mid to late December, while Mega Industries
Corporation is on winter break. Mr. Holland would like to know if fiber is being installed at
Veterans park. Mr. Jones responded that sleeves are being installed but no fiber at this time.
Spring Hill Aquatic Center Consultation – Parks staff have a consultation meeting scheduled with
Waters Edge Aquatic Design, a firm that extensive experience with design and revitalization of
local municipal aquatic centers. Parks staff hopes to gain insight to cost effective improvements
to the facility.
In January the regularly scheduled Parks Advisory Board meeting January 20, 2020 conflicts with
the observation of Martin Luther King Jr Day. The Board requested to reschedule their January
meeting to Monday, January 13, 2020.

Motion by Mark Squire, seconded by Tommy Holland, to adjourn. Motion carried.
