CALL TO ORDER
Chairman Doug D’Albini called the meeting to order at 7:00 p.m.

The Pledge of Allegiance was recited.
ROLL CALL
The Secretary called the roll of the Parks Advisory Board. With a quorum present, the meeting
commenced.
APPROVAL OF AGENDA
Motion by Tommy Holland, seconded by Mark Squire, to approve the agenda. Motion carried.
CITIZEN PARTICIPATION
None
FORMAL BOARD ITEMS
Approval of Minutes: August 17, 2020
Motion by Mark Squire, seconded by Tommy Holland, to approve the August 17, 2020 meeting minutes.
Motion carried.
DISCUSSION
By request of the City Council the Parks Advisory Board discussed the vision of the Woodland
Ridge park area as a memorial area. A parking area along with a rendering of a potential walking
trail and memorial benches was presented to the Board.
Mr. Squire requested city staff to ensure city codes are met with the plan provided. Mr. Squire
would also like signage to be included in the planning process.

Mr. Holland provided research for criteria and nomination templates. He will email information
to city staff to assist in creating a recommendation for the new program. Criteria includes
significant contributions to the city, commendable behavior, years of residency and personal
attributes. Recognition of residents will be throughout the park in the form of plaques on
benches and brick pavers. City staff will draft a preliminary recommendation for review at the
October meeting.
Memorial Tree Program will be drafted by city staff to be reviewed at the October meeting.
Updates to the program include being open to all city owned properties, donor certificates,
acknowledgement on the city’s website and an annual dedication ceremony.
STAFF REPORT
2020 Tree City USA application is being completed. A picture of Parks Advisory Board members
will be taken at the next meeting.
Parks staff has continued work on the Woodland Ridge pond area. This project remains on
schedule to be completed in the Fall of 2020.
Veterans Park landscaping has been requested through BNSF grant funding.
o Mr. Squire voiced concern over the seeding of the dog park area. Mr. Jones confirmed it
was reseeded last Tuesday. The contractor will continue seeding until the agreement of
85% coverage is met.
o Mr. Squire would also like the water access from the dog park re-evaluated. Water
access would only require the addition of gates and minimal fencing. Mr. Jones agreed
to review the city leash ordinance to see if this is a possibility.
