CALL TO ORDER
CAITLYN DOWNEY called the meeting to order at 7:02 p.m.
Board Members in Attendance: Caitlin Downey, Katie Sparks, KarenO’Keefe-Lingenfelter,
Alyssa O’Conner and Jamie Pflumm
Board Members Absent: None
Staff in Attendance: Jake Speer, Public Works Director, Brian Cook and Shawn Huffman
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was not recited. Agenda was amended due to no flag in room for the pledge.
ROLL CALL
Caitlyn Downey called the roll of the Parks Advisory Board. With a quorum present, the meeting
commenced.
APPROVAL OF AGENDA-
Agenda was amended due to no American flag in the room, no pledge was recited.
Motion was made by Caitlyn Downey, second by Katie Sparks, agenda was then approved.
CITIZEN PARTICIPATION
None
FORMAL BOARD ITEMS
Approval of Minutes: No minutes were available to approve. Motion made by Katie Sparks to move
approval of May, June, July (no meeting) and August minutes to October. Second by Alyssa O’Conner.
Motion carried.
DISCUSSION
• Fall Festival 9/30/2023
• Brian Cook has purchased 10 trees and will spend remaining funds on mum plants for prizes
to give away at the Fall Festival. Keeping expenditures at around $800.00
• Parks Board members will help at the Parks booth during the fall festival.
• Hometown Holidays, 12/01/2023 6:00 to 8:00. Karen Lingenfelter will work the booth helping to
serve hot chocolate and coffee.
• Presentation by Jake Moore and Wes Squire from the SHRC regarding the city of Spring Hill
donating the “old pool” complex and ball fields along with accompanying buildings and play area

(aprox. 11 acres) to the SHRC. The SHRC cannot purchase land but it can be donated. This could
help to insure improvements to the property.
• Motion to recommend donation was made by Caitlyn Downey, second by Karen O’Keefe-
Lingenfelter. Motion carried.
STAFF REPORT
• Given by Brian Cook and Shawn Huffman- Battle Crosses have been installed and landscaping
started at Veterans Park. Trespassers have been spotted in the construction area so extra
surveillance has been requested of the SHPD.
• Quotes have been requested to install a water fountain at the dog park and play area,
approximately $2500.00 each.
• There is a possibility that extra equipment for the dog park might be able to be purchased at up
to a 40% discount. Brian Cook will check into it.
• The city engineer will need to be involved in making repairs to the culvert of both ponds at
Legacy Park.
• Still thinking about new city signs at 199th and 223rd street for next year’s budget.
• Brian Cook brought pictures of a picnic table that might be able to be purchased for the small
park area at the corner of Hale and Main.

Motion by Caitlyn Downer, seconded by Karen O’Keefe-Lingenfelter, to adjourn. Motion carried.
The meeting adjourned at 7:52p.m.
