SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD
Regular Meeting Minutes – August 14, 2024
Springfield - Robertson County Airport; Springfield, Tennessee
Board Members present: Jerry Converse, Edison Guthrie, Gina Holt, Paul Nutting, Chris
Simpkins
Board Members absent: Pat Looney, Lewis Walling
Ex-Officio Members present: Billy Vogle, Robertson County Mayor and Ryan Martin,
Springfield City Manager.
Airport Staff present: Brian Urbach, Mark Stoesser
Chairman Paul Nutting called the meeting to order at 8:00 a.m. Five members of the board were
present for a quorum.
Paul Nutting asked if a member of the public wanted to comment on any part of the meeting
agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make
public comment. No public comment was made.
The July 10, 2024 regular board meeting minutes were sent to board members prior to the
meeting. Chris Simpkins made a motion to approve the July 10, 2024 minutes as presented.
Gina Holt seconded the motion; and it passed unanimously by a voice vote.
Edison Guthrie gave the Treasurer’s Report for July 2024. There was a total of $326,123.80 in
the two bank accounts at the end of July. The total fuel income was $43,187.84. The net income
for the month, including grant income and expenditures, was negative $10,785.92. Gina Holt
made a motion to accept the Treasurer's Report. Chris Simpkins seconded the motion, and it
passed unanimously by a voice vote.
Brian Urbach gave the Airport Manager's Report for July. The airport had 2,688 flight
operations in July. There were 4,552 gallons of 100LL fuel sold and 3,551 gallons of Jet-A fuel
sold during the month. Construction of the new fuel farm has continued. Lynn West is
receiving training from the Titan Fuel company in Columbus, Indiana this week. The current
hangar waiting list stands at 43 people, and the tie-down waiting list has 8 people. The annual
Airport Capital Improvement Projects (ACIP) meeting with TDOT was held August 6 and there
were no significant changes to the previous plan. The airport will be the Springfield host site for
the Explore Robertson County event on September 14. The airport recently received a surplus
2009 model year truck for use from the City of Springfield.
Brian Urbach distributed the latest copies of the proposed Highland Rim Aviation lease and
operator's agreement to board members. The lease and earlier board member comments have
been reviewed by the county attorney and comments incorporated. The current rent is $890 per

month and it will increase to $1,914 per month during the first year. There are no changes from
the 2019 lease to the businesses listed that HRA may participate in. A question was asked about
the insurance level of $1,000,000 for bodily injuries and $1,000,000 for property damage. Brian
said that these amounts were used at other airports. Chris Simpkins made a motion to approve
the new lease and exhibits with Highland Rim Aviation. Gina Holt seconded the motion, and it
passed unanimously by a voice vote.
Rick Hudgens of GMC spoke about airport capital improvement projects. The fuel farm work is
continuing. He will be requesting a completion date from TPM, the contractor on the project.
The taxiway renovation project will begin this fiscal year. He said the drainage problem area
near the back side of hangar building J will be corrected during the taxiway renovation. The
airport is in year four of five for receiving funds from the BIL grant. The funds are accruing in a
government account and will be spent on the site preparation construction for the new hangars
project. Rick spoke about bidding the professional engineering services contract for the airport
next year. GMC is in year four of a five-year contract with Springfield-Robertson County
Airport. GMC is working on preliminary work for removal of the underground fuel tanks. The
preliminary engineering design for site preparation construction is continuing for the new
hangars project.
The board discussed how an engineering services consulting firm is to be selected in the coming
year. Brian Urbach expected there would be other companies submitting proposals in addition to
GMC. Edison Guthrie made a motion to proceed with the quality-based selection process for
professional engineering services for the airport. Jerry Converse seconded the motion, and it
passed unanimously by a voice vote.
Chris Simpkins said work has been progressing on the preparation for securing requests for
proposals from investors for construction of the new hangars.
There being no more business to discuss, Gina Holt made a motion to adjourn the meeting at
8:36 a.m. Jerry Converse seconded the motion, and it passed unanimously by a voice vote.
