10/6/2024 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes – September 11, 2024 Springfield - Robertson County Airport; Springfield, Tennessee Board Members present: Jerry Converse, Edison Guthrie, Paul Nutting, Chris Simpkins, Lewis Walling Board Members absent: Gina Holt, Pat Looney Ex-Officio Members present: none Airport Staff present: Brian Urbach, Mark Stoesser, Lynn West Chairman Paul Nutting called the meeting to order at 8:08 a.m. Five members of the board were present for a quorum. Paul Nutting asked if a member of the public wanted to comment on any part of the meeting agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make public comment. No public comment was made. The August 14, 2024 regular board meeting minutes were sent to board members prior to the meeting. Chris Simpkins made a motion to approve the August 14, 2024 minutes as presented. Lewis Walling seconded the motion; and it passed unanimously by a voice vote. Edison Guthrie gave the Treasurer’s Report for August, 2024. There was a total of $319,345.44 in the two bank accounts at the end of August. The gross fuel income was $45,925.11. Brian Urbach said there has been more fuel profit in the past three months since Titan became the fuel supplier. The net income for the month, including grant income and expenditures, was negative $4,286.95. Paul Nutting reviewed some account items from the end of fiscal year 2023-2024 profit and loss statement and budget. The total net annual income from fuel sales was $104,542.70 compared to budgeted net income fuel sales of $72,000, so there was much more fuel income and profit than was expected. The total net income for the airport for the year was $28,658.22 compared with budgeted net income of $0. Brian Urbach stated the new budget for fiscal year 2025 includes a four percent (4%) increase in non-commercial hangar rental rates to be implemented later this fall. Wingnuts Aviation had its planned commercial rent increase in September; and they have not yet made any improvements to their building that would be refunded over their contract period. The fiscal year 2024 financial reports will be given to auditor John Poole when finalized. Lewis Walling made a motion to accept the Treasurer's Report. Chris Simpkins seconded the motion, and it passed unanimously by a voice vote. Brian Urbach gave the Airport Manager's Report for August. The airport had 3,303 flight operations in August. There were 5,493 gallons of 100LL fuel sold and 3,204 gallons of Jet-A fuel sold during the month. Construction of the new fuel farm has continued; electric systems have been installed. Lynn West had training from the Titan Fuel company in Columbus, Indiana Page 1 of 2  10/6/2024 last month on the fuel system. Titan will replace the current 100 LL truck with another truck. The truck will be a gasoline truck rather than a diesel truck. The current hangar waiting list stands at 41 people, and the tie-down waiting list has 9 people. There is now a corporate hangar wait list of 4 companies. The airport will be the Springfield host site for the Explore Robertson County event on September 14. There will be a paper airplane contest, airplane viewing, terminal tours, and flights for visitors. The Scairport Halloween event will be October 19; and a description of the event was in the fall Tennessee Farm and Home magazine. Brian said the quality-based selection process for professional engineering services will not have to be finalized until fall 2025. GMC will remain the airport’s professional engineering contractor until that time. GMC representative Rick Hudgens said the new fuel tanks will be installed in a few weeks. The installation process will require the use of a crane. The contract time for the construction of the above ground fuel system was supposed to be a maximum of 60 days, but it has gone well beyond that time. Rick reported all changes to the current year's Airport Capital Improvement Plan (ACIP) have been submitted to TDOT. The state could change projects for the year based on their funding, but it is not expected. The T-hangar site preparation construction and the taxiway renovation are the two ACIP projects for this fiscal year. Paul Nutting led discussion about the future thirty (30) T-hangar construction project. He and Chris Simpkins talked about the possibility of having more than one investor involved in the construction of the new hangar buildings. Brian Urbach said the current airport staff could handle management of the buildings and increased number of tenants. There being no more business to discuss, Chris Simpkins made a motion to adjourn the meeting at 8:50 a.m. Jerry Converse seconded the motion, and it passed unanimously by a voice vote.
