11/9/2024 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes – October 9, 2024 Springfield - Robertson County Airport; Springfield, Tennessee Board Members present: Jerry Converse, Edison Guthrie, Gina Holt, Pat Looney, Chris Simpkins, Lewis Walling Board Members absent: Paul Nutting Ex-Officio Members present: Ryan Martin, Billy Vogle Airport Staff present: Brian Urbach, Lynn West, Mark Stoesser Secretary – Treasurer Edison Guthrie called the meeting to order at 8:10 a.m. Four members of the board were present for a quorum at the beginning of the meeting. Jerry Converse and Lewis Walling joined the meeting after it began. Edison Guthrie asked if a member of the public wanted to comment on any part of the meeting agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make public comment. No public comment was made. The September 11, 2024 regular board meeting minutes were sent to board members prior to the meeting. Chris Simpkins made a motion to approve the September 11, 2024 minutes as presented. Pat Looney seconded the motion; and it passed unanimously by a voice vote. Edison Guthrie gave the Treasurer’s Report for September, 2024. There was a total of $358,208.31 in the two bank accounts at the end of September. Money was received from TDOT and money was paid to TPM for construction of the new fuel system during the month. There was $1,008.88 in interest received in September. There were two reimbursements received for the June 2023 lightning strike damage. Chris Simpkins made a motion to accept the Treasurer's Report. Gina Holt seconded the motion, and it passed unanimously by a voice vote. Brian Urbach gave the Airport Manager's Report for September. The airport had 2,530 flight operations in September. There were 4,493 gallons of 100LL fuel sold and 543 gallons of Jet-A fuel sold during the month. Construction of the new fuel farm has continued; and the new fuel tanks were placed on September 27. The estimated completion is mid-November. Removal of the old fuel tanks will be later in the current fiscal year. The gasoline-powered 100 LL fuel truck that will replace the current diesel-powered truck should be delivered by the end of the month. There are 39 people on the non-commercial hanger wait list, 9 people on the tie-down wait list, and 4 people on the commercial hangar wait list. The Explore Robertson County event in September included the airport as the Springfield location. Many people came on that Saturday; some for the first time. There was a plane that landed with the landing gear up during the event; and AMF Aviation was able to get the plane off the runway. There were no injuries or runway lights damaged, but there were scratches left on the runway. The airport's fire extinguishers were Page 1 of 2  11/9/2024 checked this year; and there will be a $3,000 to $7,000 expense for replacements and refurbishments. GMC has almost completed the preliminary T-hangar site preparation work. The project is partially paid by a federal BIL grant; TDOT is working to secure that funding. Brian said there were no sunset viewing events this summer at the airport. There was not a retiring Army person working this summer at the airport, as there had been during the prior summer. Avfuel still owes the airport a few thousand dollars for fuel credits, and they will have to be asked again to send the money. Our bank accounts have been larger since the fuel provider change; Titan does not hold the airport's fuel money as long as Avfuel did. The man that asked about a possible through the fence business next to the airport has not approached Brian again. There is one tractor that could be sold as surplus equipment. It was listed once, but it did not reach the reserve price; it will be listed again. There was a question about repair costs to the Wingnuts and Highland Rim buildings. The tenants are responsible for repairs under $500 and the airport will pay for repairs over that amount. Brian led a discussion of increasing the rental rate for non-commercial hangars. TDOT did a study of state hangar rents and expenses. They want airports to be charging a market rate for their hangars. Brian distributed a document with costs and information about the Springfield – Robertson County Airport compared to area airports' hangars. All airports' hangars are full and have a waiting list. The SRC Airport hangar cost is next to least expensive for a similar hangar for nine area airports. TDOT has minimum and suggested rates for hangars based on features and areas. SRC Airport's current hangar rental price is between the two rates, but the planned 4% increase would still have rates lower than neighboring airports and well below TDOT's suggested rental rates. Brian will ask Clyde Richert, County Attorney, to review the lease to see if the wording will allow more than a 4% increase. Brian spoke about having a ribbon cutting for the new fuel system. The board discussed the number of local businesses having ribbon cuttings and the prospect of having a ribbon cutting for a capital improvement project. This is the 60th anniversary of the airport and this could be highlighted in some manner. Jerry Converse made a motion to not have a ribbon cutting for the fuel system. Chris Simpkins seconded the motion, and it passed unanimously by a voice vote. There could be a newspaper or website article about the tanks. There were no additional comments by board members. Chris Simpkins made a motion to adjourn the meeting at 9:02 a.m. Gina Holt seconded the motion and it passed unanimously by a voice vote.
