12/6/2024 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes – November 13, 2024 Springfield - Robertson County Airport; Springfield, Tennessee Board Members present: Jerry Converse, Edison Guthrie, Gina Holt, Paul Nutting, Chris Simpkins Board Members absent: Pat Looney, Lewis Walling Ex-Officio Members present: Ryan Martin, Springfield City Manager and Billy Vogle, Robertson County Mayor Airport Staff present: Brian Urbach, Mark Stoesser Chairman Paul Nutting called the meeting to order at 8:00 a.m. Five members of the board were present for a quorum. Paul Nutting asked if a member of the public wanted to comment on any part of the meeting agenda. Airport Manager Brian Urbach reported that no one had registered in advance to make public comment. No public comment was made. Paul Nutting made a motion to add an item to the agenda to “discuss and possibly take action on authorizing the airport manager to use a take home vehicle for airport business.” Edison Guthrie seconded the motion, and it passed unanimously by a voice vote. The October 9, 2024 regular board meeting minutes were sent to board members prior to the meeting. Gina Holt made a motion to approve the October 9, 2024 minutes as presented. Chris Simpkins seconded the motion; and it passed unanimously by a voice vote. Edison Guthrie gave the Treasurer’s Report for October, 2024. There was a total of $944,060.69 in the two bank accounts at the end of October. The larger than normal amount was due to money from TDOT owed to TPM for the above ground fuel system construction contract. Fuel sales amounted to $59,128.55 for the month. There is a $9,976.35 profit for the four months of the current fiscal year. Chris Simpkins made a motion to accept the Treasurer's Report. Jerry Converse seconded the motion; and it passed unanimously by a voice vote. Brian Urbach gave the Airport Manager's Report for October. The airport had 1,455 flight operations in October. There were 5,325 gallons of 100LL fuel sold and 5,981 gallons of Jet-A fuel sold during the month. Construction of the new fuel farm has continued and the final electrical work is taking place The time to begin use of the fuel system will be mid-December. The gasoline-powered 100 LL fuel truck that will replace the current diesel-powered truck Page 1 of 3  12/6/2024 should be delivered by the third week of November. Brian is waiting on FAA approval for a fuel sign at the new fuel farm. There are 39 people on the non-commercial hanger wait list, 9 people on the tie-down wait list, and 4 people on the commercial hangar wait list. The Scair-port Halloween event in October was a success, with two candy drops by helicopter. With sponsorships and vendor fees, there was a small profit on the event. The next community event will be the Santa fly-in on December 14. Carol Justice said there is still a few thousand dollars in credits owed to the airport by Avfuel. She will be making another call to them. Paul Nutting said Lewis Walling's term on the airport board expires December 31, 2024. He is a City of Springfield appointee. Lewis informed Paul that he is willing to continue serving on the board. Edison Guthrie made a motion for the airport board to recommend to the Springfield Board of Mayor and Aldermen the reappointment of Lewis Walling to the Joint Airport Board for a new five-year term beginning January 1, 2025 and ending December 31, 2029. Jerry Converse seconded the motion, and it passed unanimously by a voice vote. Brian spoke about the TDOT survey of state airplane hangar prices and their recommended rates for hangars. The current price that the Springfield Robertson County airport charges for a non- commercial T-hangar is $281 per month. The airport was planning a four percent (4%) increase in hangar rates for the current fiscal year until the TDOT report on hangar rental rates was received. County Attorney Clyde Richert reviewed the hangar lease agreement and said that the rate could be raised more than four percent (4%). Hangar fees should be based on meeting the operational expenses of the airport, not operational costs of the hangars, as is currently stated in the lease. Brian recommended a ten percent (10%) increase in the hangar rental price to $309. Chris Simpkins made a motion to modify the non-commercial lease agreement to state that increases to the monthly hangar lease price are to be based on the total operational costs of the airport, that the T-hangar rental rate be raised to $309 per month, and that the new rate shall begin February 1, 2025. Edison Guthrie seconded the motion; and it passed unanimously by a voice vote. Brian introduced real estate agent Angela Sutherland and David Windmiller. Mr. Windmiller is interested in building a 100 ft by 100 ft hangar for his business use. This could be in the lot that AMF used for aircraft salvage. Brian will continue discussions with them. Paul Nutting began the discussion about possibly allowing Brian Urbach to use one of the airport's trucks for commuting to and from his home and for on-call response duty. It would be an extra benefit for him, but he also regularly returns to the airport outside of regular business hours for emergencies and special requests. Chris Simpkins made a motion for Brian Urbach to be able to take home a service truck at his discretion. Gina Holt seconded the motion; and it passed unanimously by a voice vote. Brian was asked again about Avfuel reimbursing the airport for credits on fuel sales. He said any funds owed by the airport should have been paid by now, and Avfuel will need to be contacted again about payment. There were no additional comments by board members.
