JULY 21, 2015
1.0 Call to order 6:00 P.M.
1.1 Pledge of allegiance to the American flag.
1.2 Public Hearing:
1) Ordinance 15-09, an ordinance amending Title 7 of the Springfield Municipal
Code entitled “Fire Protection and Fireworks” by substituting a new Chapter 7
entitled “Automatic Sprinkler and Standpipe Systems”.
1.3 Approval of minutes from the regular meeting of the Board of Mayor and
Aldermen held on June 16, 2015.
2.0 Legislative
2.1 Discuss and possibly take action on Ordinance 15-09 on 2nd reading. An
ordinance amending Title 7 of the Springfield Municipal Code entitled “Fire
Protection and Fireworks” by rescinding Chapter 7 entitled “Automatic Sprinkler
and Standpipe Systems” in its entirety and substituting a new Chapter 7 entitled
“Automatic Sprinkler and Standpipe Systems.”
2.2 Discuss and possibly take action on Ordinance 15-10 on 1st reading. An
ordinance rescinding Ordinance 95-37 in its entirety and amending Title 2 of the
Springfield Municipal Code entitled “Boards and Commissions, etc.” by
rescinding Chapter 2 entitled “Cemetery Commission” in its entirety.
2.3 Discuss and possibly take action on Ordinance 15-11 on 1st reading. An
ordinance to adjust the retail electric rates of the Springfield Electric Department.
2.4 Discuss and possibly take action on Ordinance 15-12 on 1st reading. An
ordinance amending the City of Springfield Zoning Ordinance regulating building
sign design and installation within the corporate limits of Springfield, Tennessee
to provide consistent signage regulations to allow reasonable property and
building identification; to facilitate the creation on an attractive and harmonious
community; to protect property values; and to further economic development.
2.5 Discuss and possibly take action on Ordinance 15-13 on 1st reading. An
ordinance rezoning approximately 1.86 acres of property located at 2182 Ruth
Street from R10, Medium Density Residential to CS, Commercial Service
District.
2.6 Discuss and possibly take action on Ordinance 15-14 on 1st reading. An
ordinance rezoning approximately 17 acres of property located on Hwy 41 South
MRO, Multiple Residential and Office District to CS, Commercial Service
District.
2.7 Discuss and possibly take action on Resolution 15-10. A resolution authorizing
the appropriation of funds in the Fiscal Year 2016 Annual Budget for the financial
aid of nonprofit charitable and nonprofit civic organizations in accordance with
Section 6-54-111, Tennessee Code Annotated.
2.8 Discuss and possibly take action on Resolution 15-11. A resolution declaring
certain property surplus and authorizing the disposal of such property.
3.0 Administrative
3.1 Discuss and possibly take action on the adjustment of retail electric rates of the
Springfield Electric Department due to a wholesale fuel cost adjustment by the
Tennessee Valley Authority.
3.2 Discuss and possibly take action on the adjustment of monthly gas rates of the
Springfield Gas Department.
3.3 Discuss and possibly take action on a request from Mr. James Smiley to appeal a
decision of the Construction Board of Adjustments and Appeals.
3.4 Discuss and possibly take action on sanitary sewer service extension along
Kinneys Road.
3.5 Discuss and possibly take action on implementing an administrative fee for minor
traffic violations.
3.6 Discuss and possibly take action on implementing a technology fee for electronic
citation fee.
3.7 Discuss and possibly take action on awarding the bid for renovation to the log
cabin at Travis Price Park.
3.8 Discuss and possibly take action on a proposed agreement with the Regional
Transportation Authority (RTA) for local bus service.
3.9 State Form CT-0253, General Obligation Capital Outlay Notes, Series 2015,
report on debt obligations.
3.10 Discuss and possibly take action on a proposal from Civil and Environmental
Consultants (CEC) to provide a flood analysis of Sulphur Fork Creek.
3.11 Discuss and possibly take action on parade application from the Robertson
County Chamber of Commerce for the Annual Pep Rally on the Square, on
Thursday, August 13, 2015, and from NorthCrest Foundation for the 2nd Annual
Movie Night on the Square, on Saturday, August 15, 2015.
3.12 Discuss and possibly take action on appointing a member to the Planning
Commission representing the Planning Region.
3.13 Monthly report on the progress of the sewer collection system rehabilitation work.
4.0 Consent
4.1 Public Works Department request for approval to extend the Annual Street Repair
and Maintenance Agreement with Sessions Paving Co. for additional twelve (12)
months, through August 30, 2016.
4.2 Springfield Gas Department request for approval to award the annual supply
contracts for gas materials. Bid summary attached.
4.3 Public Works Department request for approval to extend the Miscellaneous
Concrete Construction Agreement with D.L. Smith & Sons for additional twelve
(12) months.
