RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
May 22, 2012

The City Council convened in a Special Session on Tuesday, May 22, 2012, at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council Laurie Feldman, presiding, and Members of the Council present as follows: Dave
Beckering, Tom Besselman, Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison, and
Mary West. Absent: The Honorable Mayor Sally A. Faith, Michael Klinghammer and Michael
Weller. The Assistant City Clerk, Kimberly S. Hudson, was present and performed the duties of
that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
RON STIVISON made a motion to excuse the absence of Council Members Michael
Klinghammer and Michael Weller. MARY ANN OHMS seconded the motion. All voted in
favor, motion passed.
PUBLIC COMMENT RELATIVE TO AGENDA ITEMS
D. Wayne Mayer, 444 Empire Drive, St. Charles, MO, spoke in opposition to Council Bill
10764.
Wayne F. Winters, 2367 England Town Road, St. Louis, MO, spoke in opposition to Council
Bill 10764.
PUBLIC HEARINGS/ADMINISTRATIVE HEARINGS
The President of the Council Laurie Feldman announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Special Session continued with the
order of business:
A. Public Hearing to Consider Proposed Phase Two-B Improvements in
Conjunction with the Streets of St. Charles at Noah’s Ark Neighborhood
Improvement District (RCA Attached)
BILLS FOR INTRODUCTION
The following Council Bills were introduced:

An Ordinance Authorizing Right-of-Way and Easement Acquisition Agreements for
the Old Highway 94 and Hackmann Road Improvement Project Between the City of St.
Charles and Kolkmeyer Corners LP in a Total Amount Not to Exceed $134,761

An Ordinance Approving the Petition to the City of St. Charles, Missouri, for the
Creation of the West Clay Extension Community Improvement District Submitted by
Certain Real Property Owners within the Proposed District; Establishing the West Clay

Extension Community Improvement District as a Political Subdivision of the State of
Missouri; Confirming the Prior Determination that the West Clay Extension

Establishment of the West Clay Extension Community Improvement District, Directing
the City Clerk to Notify the Missouri Department of Economic Development of the
Creation of the West Clay Extension Community Improvement District; and
Containing a Severability Clause (Sponsors: Michael Klinghammer, Mary Ann Ohms,
and Mary West)
CONSENT AGENDA
DAVID BECKERING made a motion to approve the following Consent Agenda item:
A. Approval of Amendment No. 1 to the Contract with The Law Office of Steve A.
Martin for Legal Services Associated with Condemnation Proceedings for the
Acquisition of Real Estate Rights for the South Main Street South Improvement
Project in the Amount of $40,000.00; Total Contract Amount $60,000.00

JERRY REESE seconded the motion. A roll call vote was taken with the following results:
“Aye”: Besselman, Feldman, West, Reese, Beckering, Stivison, Ohmes, and Ohms. “Nay”:
None. Absent: Klinghammer and Weller. Motion passed.
ANNOUNCEMENT FROM COUNCIL MEMBERS
Council member Mary West and Council member Ron Stivison announced upcoming events in
the City of St. Charles, Missouri.
The Special Council Meeting was adjourned at 7:18 p.m.
