RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
July 17, 2012

The City Council convened in a Special Session on Tuesday, July 17, 2012, at 6:30 p.m. at the
St. Charles Convention Center, One Convention Center Plaza, St. Charles, Missouri, with
President of the Council Laurie Feldman, presiding, and Members of the Council present as
follows: Dave Beckering, Tom Besselman, Michael Klinghammer, Bridget Ohmes, Mary Ann
Ohms, Jerry Reese, Ron Stivison, and Mary West. Absent: Michael Weller. City Clerk, Laura
L. Whitehead, was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
BILLS FOR INTRODUCTION
The following Council Bills were introduced:
Bill 10800
An Ordinance Authorizing Change Order Number 3 to the Contract with Karrenbrock
Construction Inc., for the South Main Street Roadway Improvement Project in an
Amount of $114,499.10, for a Total Contract Amount Not to Exceed $1,500,887.35

Councilmember Tom Besselman voiced concern relative to additional overtime cost and project
schedule. Administration advised project is on schedule and will prepare and forward a
summary of the project schedule. Administration gave a brief update relative to the project
change orders and will begin including this information in the monthly Administration Report.

ANNOUNCEMENT FROM COUNCIL MEMBERS
Council Member Mary Ann Ohms reported she received comments from residents commending
Interim Police Chief Stulce on a recent public nuisance/drug charge. Interim Police Chief Stulce
gave a brief update on the incident.
Council President Laurie Feldman commended the Police Department, Fire Department and
Parks Department on the COPS event.
Council President Laurie Feldman requested Administration to add the Neighborhood Watch
Program in the next edition of the City’s Newsletter.
Council Member Jerry Reese announced St. Charles Night Out will be held on October 2, 2012.
