The City Council convened in Regular Session on Tuesday, September 24, 2013 at 7:00 p.m. in
the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President
of the Council Dave Beckering, presiding, The Honorable Mayor Sally A. Faith and the
Members of the Council present as follows: Tom Besselman, Laurie Feldman, Rod Herrmann,
Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison and Mary West. Absent: Michael
Weller. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by BRIDGET OHMES to excuse the absence of Councilmember Michael
Weller. MARY WEST seconded the motion. All voted in favor, motion passed.

Appointments to Boards/Commissions/Committees
A motion was made by JERRY REESE to approve the following re-appointments to the Senior
Citizens Advisory Commission as presented by the Honorable Mayor Sally A. Faith:

2013 Missouri Municipal League Wrap-Up
Mayor Faith announced the 2013 Missouri Municipal League Conference was held last week in
Branson, Missouri, and the St. Charles Convention and Visitors Bureau staff operated a booth
showcasing the City of St. Charles and Christmas Traditions and they were the talk of the
conference! Mayor Faith thanked the Convention and Visitor Bureau staff all their hard work
during the conference. Also, at the 2013 MML Conference, Mayor Faith announced the City of
St. Charles will be hosting the 2014 Missouri Municipal League Conference. A video clip that
was produced by the City of St. Charles Media Department was presented “showcasing” the City
of St. Charles.

Mayor Faith introduced Director of Communications Carol Felzien who presented the video clip.
Director Felzien also wanted to thank Jim Dryer from the Media Department for producing the
video. Director Felzien also stated this video will be utilized for other various city uses.

Mayor Sally A. Faith announced Oktoberfest is being held Friday, September 27 through
Sunday, October 29, 2013. For more information on this event, visit:

Mayor Sally A. Faith announced the Mo’ Cowbell Marathon event is being held Sunday,
October 6, 2013. For more information on this event, visit: www.mocowbellmarathon.com.
Mayor Sally A. Faith announced there will be a Memories of Main public screening coming to
City Hall and asked Director of Communications Carol Felzien to provide information on this
event.
Director Felzien reported Paul Butts from the Media Department produced a documentary titled
Memories of Main and there will be a public screening held on Thursday, September 26, 2013, at
5:30 p.m. at City Hall in the Council Chambers. All are invited. Director Felzien also
announced DVD copies of the documentary are for sale at the Historical Society located on Main
Street in St. Charles, Missouri.
PUBLIC COMMENT RELATIVE TO CITY ISSUES
Laura Webber, 454-C San Juan Drive, St. Charles, Missouri, spoke relative to lobbying
council to change the current noise ordinance start time from 6:00 a.m. to 7:00 a.m.

ITEMS FOR DISCUSSION AND/OR COUNCIL ACTION
Discussion Relative to Funding the Public Communicator System
Councilmember Jerry Reese provided a brief overview of the system and stated this system
would have been beneficial for the recent water main break and mandatory conservation, boil
order for our residents. Councilmember Reese also requested the City residents who live in
villas to provide their phone numbers to Allied Waste and the City’s IT Department to ensure
you are notified when this system is dispatched. Discussion occurred relative to the three year
term of the contract and the funding sources. A motion was made by JERRY REESE to
approve up to $15,000.00 out of Council Directives for the first year only of the three year term
of the contract. BRIDGET OHMES seconded the motion. A roll call vote was taken, with the
following results: “Aye”: Ohmes, Ohms, Reese, Stivison, West, Beckering Besselman, Feldman
and Herrmann. “Nay”: None. Absent: Weller. Motion passed.
Director of Administration Michael Spurgeon announced a contract will be presented to Council
for final approval.
Mayor Faith announced she supports this project.
Director Seeds provided a brief overview of the system.

Election of an “Employer Delegate” for the Annual Missouri Local Government
Employees Retirement System (LAGERS) Meeting
Councilmember Jerry Reese volunteered to represent the City as the Employer Delegate and to
attend the Annual Missouri LAGERS Meeting to be held on October 24th and 25th. A motion
was made by BRIDGET OHMES to elect Councilmember Jerry Reese as the Employer Delegate
and to attend the Annual Missouri LAGERS Meeting to be held on October 24th and 25th.
MARY ANN OHMES seconded the motion. All voted in favor, motion passed.

Councilmember Ron Stivison announced the Veterans Commission held a POW/MIA
“Watchfire” Event on Friday, September 20, 2013 and the event was well attended. Mayor Faith
added this event is very impactful; and encourages everyone to attend this event in the future.
