RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 1, 2013 ______________________________________________________________________________ The City Council convened in Regular Session on Tuesday, October 1, 2013 at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Dave Beckering, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Tom Besselman, Laurie Feldman, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison, Michael Weller and Mary West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that office. File # 47942 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARINGS/ADMINISTRATIVE HEARINGS The President of the Council Dave Beckering announced that the following Public Hearings would now be held. At the conclusion of the hearings, the Regular Session continued with the order of business: A. Case No. CU-29-13. (Adrenaline Motorsports, Inc.). An application for a Conditional Use Permit from §400.250(C)(1) for an automotive sales use within the I-2 Heavy Industrial District, specifically to operate a used automotive sales business on a property formerly used as a restaurant at 1721 Ford Lane. The subject area of property is 0.37 acres and is located in Ward 3. (Case No. CU- 29-13 was tabled at the September 23, 2013, Planning & Zoning Commission Meeting; therefore, item should be tabled until the November 5, 2013, Regular Council Meeting) (RCA Attached) B. An application to amend Chapter 400: Zoning Code of the Code of Ordinances of the City of St. Charles, Missouri, by amending §400.480 regarding temporary retail sales and outdoor display of merchandise, specifically to allow limited outdoor displays of merchandise in the HCD Historic Commercial District. (Council Bill 11136) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally A. Faith reported a letter was received from City of St. Peters Mayor Len Pagano regarding the St. Peters and St. Charles recent boil order and conservation order. Crew from both cities worked together for over 40 consecutive hours making repairs to a major water main break on the line that carries water to the systems from the City of St. Louis. The Honorable Mayor Sally A. Faith reported Mr. & Mrs. Tom Kuypers’ home located in historic St. Charles has been placed on the State of Missouri’s Historic Preservation register. The Honorable Mayor Sally A. Faith announced upcoming events in the City of St. Charles. For more information on upcoming events, visit www.historicstcharles.com. The Honorable Mayor Sally A. Faith reported the documentary titled Memories on Main was held at City Hall on September 26th and 75-80 attended. Mayor Faith thanked the Media Department for all their time and efforts to make this event a success. PUBLIC COMMENT There were no public comments. Miscellaneous (none) ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Update from Council Liaisons on Boards/Commissions/Committees Councilmember Laurie Feldman announced the Citizens with Disabilities Advisory Board will be presenting the Resources Guide at the October St. Charles County Municipal League Meeting. Written and/or Verbal Messages from the Council Members Councilmember Laurie Feldman announced the annual coat drive is coming upon us! New or gently used coats can be dropped off at the City Clerk’s office at this time and there will be boxes located throughout various city departments. The items collected will be distributed during the dinner at the Helping Hands for the Holidays event being held on Monday, December 16, 2013 at the Saint Charles Convention Center. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 1, 2013 ______________________________________________________________________________ Councilmember Mary Ann Ohms announced a Clean-Up day in Frenchtown in conjunction with the Historic Frenchtown Association is being held on Saturday, October 12, 2013. For more information on this event, contact the Department of Community Development. Councilmember Jerry Reese announced the Prescription Drug Take Back Event is being held on Saturday, October 26, 2013, from 10:00 a.m. – 2:00 p.m. at the Criminal Justice Center located at 1781 Zumbehl Road. Councilmember Reese also announced St. Peters City Hall is holding an open house on October 2, 2013, regarding I-70 Access Improvements. Councilmember Ron Stivison read a letter a commendation he wrote to Police Chief McKinley. The letter was in reference to Officer Tim Wandling and the detail he was assigned to on Main Street one particular evening and how Councilmember Stivison witnessed Officer Wandling and his controlling of the crowds on Main Street with professionalism. APPROVAL OF CLOSED MINUTES A motion was made by LAURIE FELDMAN to approve the closed session minutes from the Council Work Session of September 3, 2013, relative to legal actions, causes of action, or litigation (RSMo. 610.021.1) at 6:30 p.m. BRIDGET OHMES seconded the motion.
