The City Council convened in Regular Session on Tuesday, April 21, 2015 at 7:00 p.m. in the
Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of
the Council Dave Beckering, presiding, and the Honorable Mayor Sally A. Faith and Members
of the Council present as follows: Tom Besselman, John Hanneke, Rod Herrmann, Bridget
Ohmes, Mary Ann Ohms, Jerry Reese, Ron Stivison and Mary West. Absent: Laurie Feldman.
City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by BRIDGET OHMES to excuse the absence of Councilmember Laurie
Feldman. ROD HERRMANN seconded the motion. All voted in favor, motion passed.
Election of President and Vice President of the City Council
Ballots were distributed for the election of President of the City Council. The ballots were
counted, with the following results: Mary Ann Ohms – 9 votes. The City Clerk announced that
Mary Ann Ohms was elected President of the Council.
Ballots were distributed for the election of Vice President of the City Council. The ballots were
counted with the following results: John Hanneke – 9 votes. The City Clerk announced that
John Hanneke was elected Vice President of the Council.

A motion was made by DAVE BECKERING authorizing the City Council to initiate the
rezoning of the property addressed 1207-1211 Nathan Avenue from R-1E Single Family
Residential District to R-2 Two Family Residential District. RON STIVISON seconded the
motion. A roll call vote was taken, with the following results: “Aye”: Reese, Stivison, West,

Discussion Relative to the 2015 Holiday Party and Employee Recognition Event

City Clerk Laura Whitehead requested Council’s approval to fund $19,000.00 from the council
directives account towards the 2015 Holiday Party and Employee Recognition Event as outlined in
the RCA provided to the Councilmembers. MARY WEST made a motion to fund $19,000.00 from
the council directives account towards the 2015 Holiday Party and Employee Recognition Event.
BRIDGET OHMES seconded the motion. A roll call vote was taken, with the following results:

i. Consensus of the full council to support the proposed
Command Staff Organizational Structure Change and
Wage Compression between Lieutenant and Sergeant
Positions and approved staff to bring forward appropriate
budget and salary ordinance amendments listing all
members of council as sponsors
ii. Motion the Public Works Operational Policies be revised to
indicate any publicly used sidewalk located within or
parallel and adjacent to a public right-of-way is eligible for
all City funding, maintenance, and repair activities
normally associated with public sidewalks, so long as the
property owner voluntarily conveys a temporary
construction easement necessary to repair the sidewalk and
grants a permanent easement dedicating the sidewalk for
public use at no cost to the City
iii. Consensus of the full council that Public Works staff
deactivates automatic email alerts for councilmembers and
only send updates to the full council if the item is
considered to be of major concern or risk relative to the
project
iv. Consensus of the full council to move forward with Option
4 – Leave the two pedestrian bridges and pier/barges in

has completed their work and the bridges can be set in

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Bridget Ohmes reported the St. Charles County Municipal League Meeting is
being held on Wednesday, April 30th at 6:00 p.m. at the Old Stone Chapel on Main Street. This
month’s meeting is being hosted by the City of St. Charles.
Councilmember Rod Herrmann thanked Director of Economic Development David Leezer and
Director of Community Development Bruce Evans for meeting with a developer in Ward 8.

Councilmember Mary West reported the Foundry Art Centre is having a “Family Fun Day” on
Sunday, May 3rd. This event is FREE and open to the public. The first 100 kids will receive a
real flower pot to decorate and then plant their own flower.
Councilmember Jerry Reese provided an update on the Meals on Wheels Program.
Councilmember Dave Beckering reported Lindenwood University did not purchase the Emmaus
Property. This property was purchase by developers. A meeting will be held by the developers
on April 28th at 7:00 p.m. at Blanchette Park/Memorial Hall for the public to learn more about
the proposed development of the property.
